Chelsea Fined £40,000

The English FA had found Chelsea guilty of breaching the Drug test rule.

The FA is the only body that can do random test on players.

In 2004, Chelsea make use of a private Doping organisation and performed some test on their players and they caught Andrea Mutu of using Cocaine.

He was sacked.

It was at the heat of the moment one  "Intelligent"  Premiership Manager declared that he want Mutu.

Applying degree of resonableness to this, why can't Chelsea do the random test when FA may never come to the club in 2 years?
