First, you need to build your own Internet!  Cheesy

I know Seun was kidding. You can never build an internet. Internet is referred to an electronic network of computers that includes nearly every university, government, and research facility in the world. Also included are many commercial sites. It started with four interconnected computers in 1969 and was known as ARPAnet.  1

But to the question, to built a ftp either a software or a server solution is needed. You would need:

For Software
You need to choose a programming language and design the software yourself or you can download a shareware ftp

Server Solution
You can host a web server on your machine, either apache, IIS, tomcat etc. configure the conf.xml to allow ftp and edit the location or directory where the ftp files would be stored.

1. Configure ftp in IIS
2. Configure ftp in apache
3. Configure ftp in tomcat

Once you have configured any one of your choice you can access you file by going to ftp://127.0.0.1/filename

Note
You must put or copy the file into the ftp directory folder to be able to access it. If you are working with domain name you can access you file with ftp://domainname/filename

If this will give you headache, just buy a domain plus hosting and make sure that the hosting company support ftp. You would need a software like the one above to transfer your file to their server.

But if you just leave you file in your computer and try to access it from another computer without proper and necessary internet and networking deployment, it will certainly not work

@Hunkyimage
From your post (not from the topic), I think you can do with a file host. I recommend the following:

http://rapidshares.de
http://www.savefile.com

Rapidshares is particularly wonderful, you don't need to register. Just upload, and you'll be given your download link and your delete link. Presto.

Hope this helped
