University of Ghana Liaison office in Nigeria

I have visited the University of Ghana's website, but the information on it seems to be limited to residents of Ghana only.

Don't they have a liaison office in nigeria? I have a friend who wants to study in Ghana on transfer (300 Leve) Economics. But he needs to know more about University of Ghana and its ofice in NIgeria or where their embassy is in Nigeria.

Why not contact their head office in Ghana via their website, e-mail or long distance phone calls?
