Whenever i create .htaccess file, i am not able to find it in my directory. I want to edit it. I created it in my public_html and i was not able to find it. I even created it in my public_ftp and still not able to find it. Does anyone know how i can find it?

depending on the version of cpanel u use, some will ask you if you want to view hidden files the very moment you click on file manager. a javascript borderless popup.
if urs doesn't then use any ftp software, ftp will reveal your dot files.

Use notepad to create it and upload using ftp. After that, make sure you change the permission to 644

Interesting. The only time i experienced this was, when i created an htaccess file, and then went back to the control panel to make some changes. The control panel just cleared all my previous stuffs. . .
