I think your system registry is corrupt, if you could give a little more info on what kind of OS you are using and the type partition you installed it on, I might be able to give you pointers on how to fix it without formatting anything.

Format the hard disk and re- install operating system .

I think Hilliest is right. formatting the system will be the better option. to avert later corruption again. u can try to slave the HDD to rescue your important files before formatting.
Maybe u don't use UPS on ur system. constant power failure causes corrption on WIN XP.
