The not up to standard exams in Nigeria

The NECO SSCE is still on and I don't see any improvement in our examination systems instead there is a real downfall in it. I can't imagine someone doing exams before the d-day of the exams. What I really mean is that a lot of candidates have seen most of the papers even before the day of the exams then how do we expect to produce sound students. Who do we blame for this? is it the Candidates, the Examination bodies of who do we blame for this?
