If this is going to work, then a committee of unbiased members has to be selected to review the posts during a specified period of the year, specify the categories of awards and produce a shortlist of nominees for the awards. The nominees will then be presented to the house for voting - either by a selected "electoral college" or by the wider house.
This is the best way.
