Designer typically involves the graphical side (photoshop, fireworks, et al)
Developer typically involves taking what a designer has created and using html/css/javascript at the very least (if there is business logic involved, then php, jsp, etc will have to be used to, for example, access a database) to transform the graphics into a website/application.
Make sense?

no problem. I guess I should stir a few feathers and further add that in the Nigerian context, the term 'web designer' is used to group those who do pretty much everything that pertains to the web whereas those who do say, java programming, are referred to as programmers. I don't belong to this school of thought though. At the end of the day, we are all programmers. I am glad to have been of service

Simply understand that the term "developer" simply is used in place of the word "programmer" - so, a web designer may know nothing about programming, yet he can create basic web pages without any programming knowledge, however, when it comes to websites that makes use of ADO- database access, visual basic or java scripting, and all that, then it is the work of the Web Designer. You dig?

Akpangbon:
I would request you add that this is within your working context as this isn't the case where I am. This will avoid this thread from going (as others have in the past) to 5 pages or more as this is a "sensitive" issue (you can do a search for past threads on this to confirm). In my locale, a web designer has no business even having software other than photoshop and fireworks. If they have say, dreamweaver, it is a special request. Not to talk of database access. At most, a designer (as hired by the company) would know some html, css and * maybe * javascript.
As I said, this is a "sensitive" issue so I will stop here.
Thanks.

I suggest this thread stops at this point. There are over 6 threads on this same topic. @poster make a search on the section to get such threads.

Designer decides how the page would look like, DEVELOPER determines the funtion of the web site.
So, i can say "Web Designer can work with or without a web Developer or the idea, and come out with a static website." While a web Developer needs some designing skill or probably work with a designer to come out with a nicee looking functioning website" Because many people will judge based on what they see, no matter how hell you might have coded.

There is a big difference. The people who created the lovely interface you see on facebook are designers. The people who wrote the code that powers the site and makes sure that your status updates, messages and other content show up properly to the right people are the developers.
