CITIZEN’S CHARTER
INTRODUCTION
The Petroleum Training Institute is the premier local content learning development Institute set up to produce the necessary skilled technical manpower for the Oil/Gas and Allied Industries.
It was set up by Act No. 37 of 1972 and subsequently amended by Act No. 52 of 1975 with the following objectives:
(a) Provide course of instruction, training and research in oil technology and to produce technicians and such skilled personnel normally required for oil production.
(b) Arrange conferences, seminars and study groups relative to the field of learning authorized by the Act.
(c) Perform such other functions, as in the opinion of the PTI Governing Council, may serve to promote the objectives of the Institute. The function include, and without prejudice to the generality of the foregoing, the making of such regulations as may be necessary for entry into any type of standards, and the recognized equivalents of such certificates and diplomas that the Institute may award.
This Charter is meant to create awareness to the general public on what the Institute can offer to stakeholders and intending students in the oil/gas industry.
ORGANIZATIONAL STRUCTURE:
The Petroleum Training Institute is structured as shown below into the Principal’s Office, five directorates and two special function arms reporting directly to the Principal/CE.

Regular programmes run for two (2) years of four (4) academic semesters while the part time run for three (3) years of six (6) academic semesters

(d) Booster Courses
In addition to the regular academic programmes, the Institute engages in the skilling and re-skilling of at least 2,000 Oil/Gas Industry workers annually through regular booster courses. The Institute also organizes Seminars, Conferences and Study Groups in pertinent disciplines related to Oil and Gas Industry.
(e) Consultancy Services
The Institute provides the under-listed consultancy services:
● Applied research in Petroleum Technology;
● Routine Technical Service (Petroleum Analysis Laboratory);
● Environmental Studies (EIA, PIA, EA, etc);
● Fabrication;
● Hospitality Business; and
● Printing Press.
The Institute Customers Include:
Oil/Gas and Allied Industries in Nigeria and other African Countries;
Students/Sponsors and Alumni of Institute;
Governments and their Agencies;
Host Communities; and
Contractors and the general public.
WHEN AND WHERE TO ACCESS THE SERVICES
The Institute runs an uninterrupted academic calendar. Every year
Admission forms are sold nationwide between January and March for three
weeks at the following centers:

Deadline for submission of completed application forms is usually within two weeks from the date of forms issuance.
Interview for HND Admission are held in the Institute in the month of July for two days.
Results of successful candidates admitted into the HND programmes are published six (6) weeks from date of the interview.
Entrance Examination for Pre-ND, ND and certificate courses are held yearly Nationwide in the month of June at advertised centers in each state capital and the Federal Capital Territory. The following centers are used for the Entrance examination:

Results of successful candidates offered admission are published in August every year.
New Academic session begins in September/October annually.
SERVICE DELIVERY
The Institute runs a transparent open information policy through the Public Affairs Department and the Library as repository of all information about the Institute. The Management believes in accountability in carrying out its responsibilities.
As a matter of policy, the Institute renders prompt, efficient and quality service at all times to its customers. It equally holds these customers in high esteem and accords them deserved courteous treatment.
The Institute’s data bank is accessed through the following:

The Institute is knowledge driven and provides equal opportunities for all. The library facility with fifty-six thousand, one hundred and seventy-two volumes of books has hosted a total readership index of five thousand, two hundred and twenty-five.
MONITORING AND PUBLISHING
Quality Assurance
The Institute Programmes are accredited for quality by the National Board for Technical Education (NTBE) and also subjected to re-accreditation periodically.
Customers Feedback
Apart from customers’ response boxes posted at strategic points in the Institute and other feedback mechanisms, another major source of feedback is the interactive session of the Oil and Gas Training Managers meeting with PTI Management held bi-annually. All post service feedback are constantly evaluated for purposes of continuous curriculum review and enhancement of service quality.
GRIEVANCE REDRESS MECHANISM
The Institute as a matter of policy is committed to addressing grievances from staff, students and other stakeholders. There is a standing committee on Students Complaints/Appeal on academic issues. For the staff, there is a standing committee on Grievance Redress headed by the Registrar of the Institute.

All complaints will be attended to within (7) seven working days of receipt while all redress issues will be treated with utmost dispatch and all parties involved will be given fair hearing.

All members of staff of the Institute are dedicated to the realization of the Institute’s Vision and Mission and are therefore committed to offering high quality service.

EXPECTATIONS FROM GOVERNMENT
The Institute is wholly owned and funded by the Federal Government of Nigeria. All services rendered by the Institute are dependent on Government funding and support and other support grants from the Petroleum Technology Development Fund (PTDF), Educational Trust Fund (ETF) and money realized from sales of Admission forms. The Institute’s ability to meet its obligations will continue to depend on adequate and sustained funding.
EXISTING LIMITATION
There is need to continue to expand existing facilities to meet increasing students’ intake and corresponding overhead costs.
