Why Did I Get Banned Again?

I just got released and I was banned again reason: Duplicate identity- don't use another id without admin's permission,I don't know how to contact the admin, please can't somebody help me, please, I couldn't contact the admin so I had to use another id, I'm mama-gee, please somebody help me, please.
