Flying into an airport in Winconsin might be pretty expensive.

Doesnt make any difference. Wat matters is your final destination. All int'l passenges will have to go thru immigrations at an Int'l airport such as chicago before connecting to other non-int'l airports. if your final stop was at a known intl airport like chicago/atlanta or NYC, you'll probably get a much cheaper ticket.
