Two U-17 World Cup Matches Interrupted Because Of Waterlogged Pitches

Today, both the Iran v. Columbia and the Turkey v. Costa Rica games were interrupted because of waterlogged pitches caused by the rain. My questions are (1) why were drainage systems not incorporated into the design of fields, (2)whether the idea of drainage systems were conceived but could not be implemented, and (3)whether the designers did not even think about drainage systems when the fields were designed? Embarrassingly, live footage of men sweeping (yes, sweeping) water off the fields were broadcast worldwide. Not to say the most, men who used a foam to soak the water were broadcast worldwide.
