if she's just somebody you fancy, i wouldn't recommend that. Then do what TOH suggested.

Don't listen to these people. They don't know what they're talking about. Chicks totally dig teddy bears--humungous frigging teddy bears that take three fully-grown men to lift them.  1. A good Nokia Phone, higher than what she is currently using  or
 2. A set of jeweriess(Gold or Silver) or
 3. A set of wear ( A  designer jeans and a top to match it) or
 4. A good wrist watch and perfume,

You can treat her to a treasure hunt thing(little notes with clues in different places) that ends up at a romantic place e.g the beach or your favourite spot/restaurant

I would also suggest  something that her friends will see/hear and go "gosh i wish my boyfriend would do that".

So if she's at work an elaborate gift to her office - massive bouquet of flowers/massive cake/massive chocolate box/teddy (its all about getting attention of others)
Or do the same if she's at school.

If she's neither at work or school just make sure she gets the gift in a public place. Hope this helps

a colleague of mine got this last year and i can assure you everyone around got tripped.

in the morning her husband sent her a valentine cake in the office (most fast food places do deliveries) that was so nice and touching, in the afternoon he sent her a bouquet of flowers, i must confess my colleague wept, it was sooo touching and beautiful i wiped a tear or too myself. it was a public display of his love; maybe you could do something similar.
