It requires more expertise and confidence to tune a template to your taste. In my experience as a web designer, it is easier to build a website from scratch that to fine tune a template ore re-design a website (depending on the complexity of the template).
Back to the original topic on how much to charge for web design. Your rates should depend on how much work is required to be done, how much you value your time and expertise and how valuable the project is to your client.
This is the information age and ignorance is very expensive. What might seem easy for you to do may be a Herculean task for another. Don't underestimate you knowledge and how much you should charge for it, it's business and the law of demand and supply holds.
