The hot-spot is a place that has available wireless access. Sometimes it's free and sometimes you need to register and pay. if your phone is wireless enabled, go to somewhere like allen avenue and search for available Wlan networks, I'm sure you'll get like 3 or 4 free ones to browse. The range is usually short.

You can as well access it at any Chicken Republic spots but they charge. It can be extended if there are WIFI boxes to tap from its source buty that is up to the service provider.

I know about psp's. A friend uses it to browse when he goes to them hotspots e.g one nu cybercafe with no firewall and sh*t on they systems. WLAN works like magic. Dude configures shit, tweaks here and there and we good to go.
I got another question. What if you connected a psp to a phone with internet access like my bro's N73 is it still gon' work?

psp and N73 will not work because N73 doesn't have wi-fi.

But what if you connect both gadgets with a USB port? Will that work?

where do you want to find that USB wire to link both of them? Such connections aren't possible, unless you're ready to use your devices as guinea pigs.
