Federal Civil Servants Not Paid Since December 2006

I heard that Nigerian federal civil servants have not been paid their salaries since December 2006. I learnt that the delay is due to the implementation of a new salary structure after the Federal Government approved a 15% pay raise for them in January.   I couldn't find much information about this development in our newspapers.  Could this be true? If true, how does the government expect them to survive 3 months of no salary? What is the Labour Congress doing to check this?
