If the two of them are close, and enjoy each others company, there's no reason they can't be friends. No sex means no reason to get jealous if our friend goes dating someone else.

It may be that the girl enjoys our man's company etc and doesnt want to risk jeopardising it by giving premarital sex. If the bros does not enjoy it, it may damage their relationship. Bros screwed up initially by not getting it over with (the sex) early on, when they had not yet gotten so close.
