Compaq Presario 1200 Battery Problem

Old battery would not charge. Replaced it with a new battery and the new battery will not charge. The system operates fine plugged in. Is it fixable and what needs to be replaced? The laptop was bought new and is about 6 years old.

Sand paper the contact point of the battery port and see what happens.
