A recent article, http://www.engadget.com/2006/01/31/artificial-gills-extract-oxygen-from-water/ talks about an invention by a ?mad scientist? that can exract oxygen from water.

Imagine: get a big device, then go build your house under the river Niger. No hassle from Area Boys, Theives, and the likes. I am sure land under-the-sea must be extremely cheap!!!!

Here's an easier approach: just draw air from the surface of the river to your house below the river.
