Oceanic Bank Shares -- Real Nose Dive

Does anyone in the house knows what's happening to Oceanic Bank Shares? They seem to have taken a real nose dive recently, currently trading @ N25.92 from the peak of N32. Na wow, Does anyone know when the Share Certificates will be out? & Is there anyone with any insider information on when Dangote Flour Public offer will be out?
