199 Ume Score (is There Still Hope?)

Is 199 in Jamb for admission into Unilag useless? I just want to know because a friend got that exact mark as  his aggregate in Jamb and he feels bad about it. And I asked y is jamb that bad they couldn't even add 1. I don't know if there is anything to do to help him. Because I heard something like some people were given admission with that score. So I don't know if there is anyway to help him or will he have or face jamb next year again? Please kindly paste your ideas. Thanks.
