When Will Nigeria Officially Commence On E-commerce

Part of the industrialization programs in the world today involves E-commerce,
but it is a pity that Nigeria is yet to start this program.
An I.T specialist said that online transaction will prove difficult in Nigeria,
this is due to the high rate of fraudulence, which seems not end. People thereby
ignore any transactions online so as not to be a victim.
He explained that unless Internet fraud is being checked, people won't be assured
to engage in such transaction.
Private individual and firm has being pratising this but record stated that the has not being
an encouraging one.
Which steps do you think can be taking to make this program a successful one?
