please, can someone help me out! Ive got a project going on and planning to do without the upper bit at the back. is it possible to do it without contacting the local town planning or local government that actually approved the plan? I prefer it on low level and just want to go ahead with roofing. see pix attached!

Yes you can go ahead and roof without the upper part, just take your building line/wall from end of the kitchen through the first wall of the staircase down to the second bedroom. However if you have to construct the entire building in the future, you have to amend the roof because it is faulty. The slope hitting on the wall of bedroom/study on the first floor will cause leakage due to pressure of water directly on the wall. Your builder may tell you that he is going to remedy it by using aluminium flashing, bituminous felt or concrete directly on the surface, all craps it will still leak max. time 2 years. So when you are ready to take it up, call your architect's friend to help in this area ,also you can get him to redesign your public area. I am not saying the plan is not ok, but this one was not done by an Architect.

Thanks for the information! I'm going to get intouch with the builder and so call the architect that do the drawings. i haven't seen the building myself because i leave abroad. Can u advice on what to use for the roof now and the cost please. I'm tired of them reaping me off bro! if at all am going to do the upper bit i want to be there myself in future.

This design was definately not done by an architect. I do agree with thirdeye on the issue of the future leakages in that upper floor study. I suggest you quickly point this out to your builder and get an architect to make ammendments on the roof plan ASAP.
On the issue of the cost of construction, many factors help in determining this. It could be access to the site, the area in which the site is located and the prevailing cost of building materials as at when the estimates given to you were prepared.
If you send a copy of the estimates you have, i can advise on how to manage it.

cheers guys! I was told the 1st floor plan attached was a rough sketch, I got the main in the approved plan. I'm struggling to attached the pix because a bit large (324kb)!

One more advice, Try and find time to visit your site in Nigeria, Create temporary artificial scarcity of funds, If you can't come home describe the place to an independent and very close friend of yours,let him go to your site without notifying anybody, he should be able to give you an up to date report on your building project. http://www.buildingcontractorsecrets.com/bcsdiaspora.htm
