that ad is an awful representation of the colour 'black' as per being racist i guess that depends on your perspective bt it definitely has the igredients to spark controversy.a bit tasteless if i mite add

I would have thought it was. Something like that would not be broadcasted in europe.

No, I, personally, don't see it as racist at all, and here's why:

1.  The child thought nothing of asking the black man's assistance and putting trust in him. 
Children have to learn prejudiced behaviours--they're not inborn.  We see this in the way that the child thinks nothing of putting trust in the man to get her balloon. 

2.  The man put the wants of the child ahead of his own well-being. 
The climb was quite perilous, but the man did it to make the child happy. 

3.  After he was rebuked by the mother, the man kept the balloon.
Perhaps he thought he'D encounter the child again and could return it to her at that time.

4.  The man had encountered such situations before.
We see that many are the balloons that he is keeping for potential return. 

5.  The man is, if we are to judge by his humble surroundings, not someone of great means. 
He exhibits all the things to which we attribute goodness--helpfulness, modesty, sensitivity, et al.

6.  He goes about his doings in an unobtrusive way, much as toothpaste does. 

So, if anything, to me this advert suggests that the black man is doing all the things that are right and proper.  It is the woman who is unfairly (and unnecessarily) angry at him who is clearly in the wrong.   Some might be inclined to compare the man's behaviour with that of Jesus, who was humble, caring and willing to put Himself in compromised situations for those who were not as able to help themselves.

But, let's look at the mother's side as well:  Do you think that the issue is one of race OR do you think that the woman is simply frightened that her young child is befriending a stranger?   Neither situation could justify her behaviour, but the latter would, surely, be somewhat more understandable, would it not?

That's the point exactly - was the baby crying when she took her away?

Was she afraid of the stranger even though she had not seen him with her daughter

Why dint she allow him give her the balloon?

Plus, I don't think blacks live in that kind of house.
