Public Offer By Gsm Operators: Wont That B Nice?

Hi nairaland people,
           I was a conversation with my family and a thought came up about GSM operators. Wont it be nice if they could sell some of their shares to the public and allow nigerians enjoy some the money they make. i think if a new operator comes into the scene and does that, nigerians will fall over and leave the older ones dry. what do u guys think because NCC, i believe, can make this compulsory, say 55%-operator & 45%-public?
