Despite the fact that you can use a US address, US bank account and all that, Paypal can still easily detect if you (i) create/login to the account from Nigeria (ii) use a proxy server.

They would go on to freeze your account as soon as their automated security system detects any unwanted activity. They would request that you provide documentation that proofs your US residence.

Get ready to loose your money (if the account is funded) if you're unable to provide proof of residence in the United States.
