You will need:

http://www.ngemu.com/psx/epsxe.php?action=pluginsDownload the ePSXe emulator and the PSX BIOS. Click the link for the graphics Plugin. Select the Plugin that works with your graphics card. Note that these plugins make the graphics WAY better than it would look on a playstation. Now you're going to need a sound plugin. Click the sound plugin's link and scroll down until you reach the sound plugin's section. Once again, download the plugin that corresponds with your sound card.
Now that you have all the files needed, you need to install them/put them in the corresponding folders. Install ePSXe, move your BIOS file to the BIOS folder. Move your sound and graphics plugins to the plugins folder.
You now need to configure your BIOS and plugins. Run ePSXe. Under the "config" menu, click "wizard guide". Once in the guide, click "config>>", click the bios you selected, click "Next >>". Click your graphics plugin, click "config", and make the proper settings. Click "ok" then "Next >>". Select your sound plugin and configure it, then click "Next >>". Select the default ePSXe CD plugin. Click configure, then ok, then "Next >>".
Now we need to configure the controls. The hardest part is this, figuring out what is the best keyboard configuration for a PSX controller. I have figured out a good control set-up though.

Now that you have everything configured, you can put a CD in your drive, then select run CD-ROM.
Legal Notice: It is perfectly legal to have a BIOS if you own a PSX. It is also perfectly legal to make .iso's of games that you already own, so long as you don't distribute them to others.
