i had the priviledge of serving my fatherland in the east and from my observation, i noticed that igbo people usually do not usually make use of conventional toiletries in the convenience.
In other words, am saying that they make use of paper, Uhm. . . how did you come about your findings?!?  I do hope you were not 'peeping' in the wrong places?!

@ pilgrim.1 I share your views exactly. Was he peeping?? He must have seen a lot of Igbo arse. I envy him because I have a soft spot for Eastern Backsides. On a more serious note, The issue is not whether they use paper or not. It is whether or not their hands and arses are clean. if they maintain a good personal hygiene what is there to be embarrassed about. I use tissue paper then water after which i properly sanitize my hands. It is the end that justifies the means. as Iya-aje said My Yansh na my own.
