Its just like saying the Super Eagles is composed of players from the East & the manager should look for good players from the North.

Every Manager has an idea of how his team should play & this is largely influenced by their previous experiences & origins.

Arsene of Emirates is French ,so he'D naturally have french or French speaking players around him & hence the high % of blacks(check out Les Bleus) . RB is  a spainard & he'll definitely look towards  the Iberian Pen for players.
