Registering An Ad Agency

[b][/b]Hey Guys please give me advice. me and a couple of friends have recently started a media company and would like to go a step further by registering as an Ad agency. is it really a prerequisite to doing radio and tv averts in Nigeria, to register with APCON? what does one have to do before we could be fully recognised as an Ad agency? i tried already to get info from APCON sites but its too scanty. i'm based in Abuja and need advice quick
