A report on Daily Independent suggests that President-elect, Muhammadu Buhari will not appoint a minister to head Nigeria’s sports ministry.

Sources close to the Daura-born retired general said the new government is not keen on appointing anyone to oversee the affairs of the ministry, preferring instead to allow the Director General of National Sports Commission (NSC) to relate directly with the presidency.

One of the technocrats who spoke on the condition of anonymity said experience of the last decade was not what they would want to sustain, noting that the appointment of a minister for the ministry have not added value to sports development in the country.

The source said: “When you appoint somebody who knows next to nothing, what you get is a the kind of crisis playing out now. Their interest has nothing to do with developing the sector”.



“Now we don’t know if the National Sports Festival will hold at all. We competed at the Commonwealth Games without official kits. It was that bad,” said the source.

He added that they have advised the incoming government to let the NSC be as doing so would help the Commission focus strictly on sports development instead of using limited funds to cater for needs of ministers.

Just last week, the presidency sacked Hon. Gbenga Elegbeleye, the director general of the NSC. Dr Tammy Danagogo, the sports minister, appointed Alhassan Yakmut, a director in the NSC, as the acting director general to replace Elegbeleye.

FIFA won't ban Nigeria if Buhari scraps the sports ministry. FIFA's ban only comes when the govt interferes with the administration of the NFF, which is FIFAs official representative in Nigeria; ditto for other countries.

Next on Buhari's to do list should be a proposed constitutional amendment to limit the number of ministers to a maximum of 30, with a maximum of 5 from each zone.

Another amendment could be proposed which seeks to amend the Federal Character provision, to ensure all geo political zones are represented in government, instead of states.

You have a point. The Transport ministry would have a minister and a minister of state to oversee the aviation sub sector.

Aviation is under transportation, let the FG appoint a Director or Administrator for each component like Aviation.

there are so many parastatal under the ministry of aviation. bundling it together with the transportation ministry will be too cumbersome for effective monitoring.

The good ole U.S. FAA is under as a component/agency of the DOT.

The FAA runs the operations of everything aviation but the political administration of FAA is done through their main department (DOT).

Minister of state for Transport could oversee the Aviation side and it's parastatals.

Yes. And I hope the NSC won't interfere too. I would propose that the FG reduce it's funding for football, and instead direct about 85% of its sports budget to the other sports federations.
The NFF recently signed a multi million Naira deal with Nike; thus for the next 3 years, a size able chunk of their funding needs would be met.

Yes in operations, they are independent and may not have interference fro DOT, I don't know the legislature regarding this "fine line". That's why I said they run everything operation...However, in terms of everything politics, they take their orders from the secretary.

According to DOT website, here is FAA responsibility. The bold text is their core responsibility.

The Federal Aviation Administration (FAA) oversees the safety of civil aviation. The safety mission of the FAA is first and foremost and includes the issuance and enforcement of regulations and standards related to the manufacture, operation, certification and maintenance of aircraft. The agency is responsible for the rating and certification of airmen and for certification of airports serving air carriers. It also regulates a program to protect the security of civil aviation, and enforces regulations under the Hazardous Materials Transportation Act for shipments by air.

The FAA, which operates a network of airport towers, air route traffic control centers, and flight service stations, develops air traffic rules, allocates the use of airspace, and provides for the security control of air traffic to meet national defense requirements. Other responsibilities include the construction or installation of visual and electronic aids to air navigation and promotion of aviation safety internationally. The FAA, which regulates and encourages the U.S. commercial space transportation industry, also licenses commercial space launch facilities and private sector launches.

Here is DOT responsibility. The bold portion is more so political than operational

Leadership of the DOT is provided by the Secretary of Transportation, who is the principal adviser to the President in all matters relating to federal transportation programs. The Secretary is assisted by the Deputy Secretary in this role. The Office of the Secretary (OST) oversees the formulation of national transportation policy and promotes intermodal transportation. Other responsibilities range from negotiation and implementation of international transportation agreements, assuring the fitness of US airlines, enforcing airline consumer protection regulations, issuance of regulations to prevent alcohol and illegal drug misuse in transportation systems and preparing transportation legislation.

If 12 Ministries are merged or scrapped, it will enable the development of other sectors. Over 70% of Nigeria's budget goes to the funding of these ministries (http://www.newscabal.com/2015/06/02/president-buhari-to-scrap-over-12-ministries/) and as such, i believe its a good initiative.
