Looking at the numbers... its gonna be a total waste. Instead, that money can be injected into 3 main areas namely: POWER (electricity), SCIENCE AND TECHNOLOGY and AGRICULTURE.
1ST.. WIT al the sunshine we have, enough cash can be expended on solar power. Building, generation of power and eventual maintenance of such structures would provide jobs.. plenty jobs. With steady power acheived, trust me, business and wealth would start springing up. All we need is power.
2. AGRICULTURE. We can invest in plantations. This would increase food yield, that can also be exported. Additionally, the sale of these agricultural products would also a source of wealth and empowerment.
3. SCIENCE AND TECHNOLOGY.. We all know thats the backbone of all developed nations. I need not say more.
.All we need is a long term plan for the nation... than this 5k that cant do no shi.t for nobody...

A country does not develop through social welfares such as this. This type of social welfare is for an already developed economy that can afford to throw endless money into an endless pit which this situation is likened to.

Paying 5K monthly to the poorest people and feeding all the school pupils does not eradicate poverty, rather it increases it! it creates a feeling of dependency and encourages poverty. lot's of funds are expended in these schemes, but at the end, the country will gain nothing if you look at the bigger picture.

Rather than use the non available funds for these schemes likened to pouring water in a basket, the government should as the OP said give out loans to people who merit it and who would build big business and employ labour in doing so, oil the wills of capitalism.

While capitalism does have it's bad sides, it's the honest to God way we can get out of these rut.

It's a dog eat dog world. There will always be poor people and 5K will not make anyone rich over night, but will surely put the country inside serious gbege!

Now let's go mathematical, 5000naira * 20million proposed beneficiaries = 10billion naira monthly..
10billion naira * 12months = 120billion naira expended on this social scheme.
I can categorically opine that this proposed project is dead on arrival owing to the following assumptions:

(1). The Eventual Politicking of the Scheme..
Take it or leave it nepotism is an intrinsic nature of the black man, which might not likely change for centuries to come.
Ex President Jonathan actually meant good with his Sure-P scheme but it was later on hijacked by party faithfuls who diverted it for selfish ends and bet it, APC is not an exception. An average Nigerian Politician is gullible and selfish. Don't be suprised, you will eventually have to go begging a local party co-ordinator for a slot and don't be suprised, an influencial party chieftain will have a thousand slots linked to his pocket with different names.

(2). A Poignant Backlash from Unconsidered Applications.
Let's be truthful, there is no perfect system anywhere in the world. During the course of selecting the beneficiaries of this scheme, some merited applications would surely be omitted and trust Nigerians backed up with FOI bill, they would practically pull down the government on twitter and facebook with various caricatures and despicable articles.

(3).The OsunState Specimen..

Baba Kabiru actually embark on social welfare programes such as the O' meal, O' arugbo, O'Yes e.t.c.. It first looks good but the resultant effect is now O'Debt...You don't dish out fish rather, you teach people how to fish themselves thereby making ends meet..

4). Advent of Wastefulness and Irresponsibity among Youths.
The money is meagre I agree but it could still afford a reasonable quantity of Goldberg, Trophy and Orijin bottles (little money sooner spend eh) but before You lavish that which you work for, you will surely think twice, infact the Oloshos will receive the 5k cash from the guys that same night the alert is received.
The government should dispute this by conducting an independent survey into the sales level of bars, eatries, lesiure spots, brothels e.t.c, 3days after the payment of the stipend...

SUGGESTED WAY FORWARD..
(1). Heavy investment of the proposed money into infrastructural development.

As at 1989, the Ado Ekiti textile industry has the capacity to employ 7500 workers both directly and indirectly, so unfortunate kodurosoke converted it into shops.

The Oluwa Glass Industry at Igbokoda as at 1996 has the capacity to employ 13,000 workers directly and indirectly.
I could go on till you say stop to mention various moribund industries which, if revitalitized will mop off an appreciable chunk of youths from the labour market.
Other industries and infrastructure could as well be intiated and developed into international standard to meet export requirements..

(2). Avalability of Repayable Non-Interest Loans..

Of course, God has blessed us in Nigeria with intelligence and a distinctive drive for success..
The Government should provide a reliable scouting network to hunt for talented and hardworking youths, then make available this loans to them with punnitive measures put in place to punish defaulters.

BENEFITS OF THE AFOREMENTIONED WAYFORWARDS.

1). Rise of SMEs (small and medium scale enterprises)..

With the provision of the non-interest loans, Nigeria will witness a boon in SMEs.

2). Government will be able to boost internally generated revenue through taxes from employed individuals, SMEs and esthablished industries.

3). More business will thrive due to a corresponding increase in the purchasing power of the masses.

4). Rise of the Bourgeoisie.
There is nothing as middle class in Nigeria, it's either you are rich or you are poor, but if these measures are taken into consideration, the bourgeoisie shall rise which signifies a developed economy...

Politicians are the problem with this country, when money is en marked for serious developmental projects like u suggest rightly.. These funds are either carted away to foreign bank or outrightly stolen..

So instead of politicians eating our future away, make we kuku dey collect the 5K so we would know by ourselves that we are eating our future and have no future.

I prefer Govt to pay that stipends than promising industries that would never see the light of day.

I just dey pity APC coz I no know the miracle they want to work with Nigerian economy that is non-existent. in the absence of money and oil prices in the doldrums. but I guess its a start sha. but I say no to any 5k b**s**t joor what is that? what needs to be done is projects that benefit the country such as power and electricity and agriculture and building. those will generate employment and give people source of livelihood instead of donating handouts to citizens which will be frittered away. and of course the program will be hijacked with ghost jobless people and become another subsidy albatross.. no abeg... we not want...

The money is not a waste as some would have you believe. In fact the approach is brilliant!

The capitalism that you alluded to wouldn't have survived without these programmes. The Western economies have their own versions too, so Nigeria need not be an exception.

Let's cut to the chase. If the payments reach their intended targets, the recipients will in all probability spend all of it. Why? 5000 naira is still too little to keep body and soul together for a month. And whatever they spend becomes increased revenue for other businesses within the economy which multiply sales! Imagine the multiplier effect on the economy.

Secondly, parents/guardians who carried the burden of these youth's welfare are also relieved of a part of the burden. What was spent on the youth before can now be channelled into more productive ventures. Which also stimulate the economy!

Mass-based economic stimulation like this cannot but create more employment to further mop up some of these unemployed youths eventually. Since increased effective demand translates to more sales and business growth.

And one more thing, there is a correlation between self esteem and productiveness because of how our mind works. The saying that poverty begets more poverty is not far off the mark. I concede that the project could make some dependent, but it could still get millions of others out of poverty which is huge. After all, everyone of them was already dependent anyway. I believe the payoff would more than compensate for the cost because of macroeconomic effects.

Let's look at the government side. Yes, the government would spend money initially, but the government would later benefit from increased revenue through taxes from the effects of economic expansion.

The Americans started social security to tackle the inherent contradictions within the capitalist economic system. And I believe that if the project is properly executed here in Nigeria, economic benefits would spread to all. You see, concentrating wealth in the hands of a minute few, or marginalizing the greater number of your fellow citizens from wealth truly sucks.

Don't get me wrong, I still agree with you that capitalism rocks; but I put no stock in your ilk of capitalism.

Note that the government didn't give a particular number of people, only observers are playing around with figures. Also, the scheme is not for jobless youths, it is for the most vulnerable poor. That's a category that will be likely old people, sickly people and beggars. There is nothing wrong with the scheme, developed countries have similar schemes and even social securities taking care of poor people, giving them food, the insane and sick people etc. Also, the scheme does not stop other schemes and development or industrialization plans. If we can pay lawmakers who are about 2,500 people, we'll pass paying our poor and helpless families.

How do we control the child birth which is an essential variable of the scheme. Guess the scheme won't see Nigeria father contesting on procreation, while others keep small family. Simply, inequality!

How do we teach our youth on fishing rather than giving them fish?

How do we stop that scheme from growing into another 'subsidy scam'?

How do we reliably gather the data usable on that project?

Why not Mechanized agriculture, why not empowerment, why not industrialization? Can't government acquire lands for large scale agriculture through PPP.
d scheme cannot wk. My own maths witout consulting a calculator says N100m monthly n N1.2t annually. Even buhari I'm sure knw it's impossible except his blind followers.

Nice calculations, computations and suggestions. I quite agree with you on the workability of this scheme; its not realisable BUT targeting the money on infrastructure development will raise eyes for corruption as the cash passes from hand-to-hand.



The money should just be kept with the CBN and they can start off from there in achieving their aim whatsoever they may decide.

The scheme will be in phases where someone graduates eventually.

The money is meagre I agree but it could still afford a reasonable quantity of Goldberg, Trophy and Orijin bottles (little money sooner spend eh) but before You lavish that which you work for, you will surely think twice, infact the Oloshos will receive the 5k cash from the guys that same night the alert is received.
The government should dispute this by conducting an independent survey into the sales level of bars, eatries, lesiure spots, brothels e.t.c, 3days after the payment of the stipend...

SUGGESTED WAY FORWARD..
(1). Heavy investment of the proposed money into infrastructural development.

As at 1989, the Ado Ekiti textile industry has the capacity to employ 7500 workers both directly and indirectly, so unfortunate kodurosoke converted it into shops.

The Oluwa Glass Industry at Igbokoda as at 1996 has the capacity to employ 13,000 workers directly and indirectly.
I could go on till you say stop to mention various moribund industries which, if revitalitized will mop off an appreciable chunk of youths from the labour market.
Other industries and infrastructure could as well be intiated and developed into international standard to meet export requirements..

(2). Avalability of Repayable Non-Interest Loans..

Of course, God has blessed us in Nigeria with intelligence and a distinctive drive for success..
The Government should provide a reliable scouting network to hunt for talented and hardworking youths, then make available this loans to them with punnitive measures put in place to punish defaulters.

BENEFITS OF THE AFOREMENTIONED WAYFORWARDS.

1). Rise of SMEs (small and medium scale enterprises)..

With the provision of the non-interest loans, Nigeria will witness a boon in SMEs.

2). Government will be able to boost internally generated revenue through taxes from employed individuals, SMEs and esthablished industries.

3). More business will thrive due to a corresponding increase in the purchasing power of the masses.

4). Rise of the Bourgeoisie.
There is nothing as middle class in Nigeria, it's either you are rich or you are poor, but if these measures are taken into consideration, the bourgeoisie shall rise which signifies a developed economy...

Is the 5k that will be given to the poor masses the only money Federal Government have? Haba!!!

That still won't dissuade them from creating employment and developing infrastructure.

It's actually 1.2 trillion monthly. This would be a really big waste. The government shouldn't go along with this. It would not tackle unemployment in any way. The government's worry should be about tackling unemployment not festering it.

It's gonna be in batches e.g 20,000 pple would benefit for the first 3 months which would increase subsequently.
However, a beneficiary is expected to graduate within six months (it's not a life programe)
The scheme is to enable the govt to know the cock and bulls and how to incoporate em in the society.
