I don't think anyone would say that any governor did NOTHING.
Even the worst governor and LGA chairman would still point out to one little thing that he did.
However, as you rightly said Amaechi did NOTHING compared to the resources that he had at his disposal- annual budgets of about N500 billion with federal allocation as highlighted below.

I was in Rivers state during Odili's tenure and Amaechi's Tenure, Only a fool,a liar, a thief, an ingrate will say Amaechi did nothing, infact rivers state was a behive of one construction site to another during Amaechi's tenure, Lets hope Wike will do more. Akpajo woji golf estate bridge link rd, woji slaughter Garison rd, Songhai farm e.t.c his legacy are too many to mention bt the most annoying thing is the distruction of this lagacies all in the name of politics and where they could not distroy they lay claim by completing 20% of these projects. Amaechi did these projects. The RIVTAF Golf Housing Project, I was there during the construction of the project. It is not Propaganda but 100% Amaechi.
