Abuja – The Federal Government and China Civil Engineering Construction Corporation (CCECC) have signed a Memorandum of Understanding (MoU) for the execution of the 11.12 billion-dollar Lagos-Calabar railway project.

The Minister of Transportation, Mr Rotimi Amaechi, signed the agreement on behalf of the government, while the President of CCECC, Cao Baogang, signed for the company in Abuja on Friday.

He said that the contract was awarded during President Goodluck Jonathan’s regime in the sum of 11.92 billion dollars but was negotiated downward.

Amaechi said, “we were able to save 800 million dollars from the initial sum of the project which will be delivered in the next two years.

“This contract was awarded by the President Goodluck Jonathan regime at 11.917 billion dollars and when we took over at Ministry of Transportation we negotiated with CCECC and succeeded in reducing the contract sum from 11.917 billion dollars to 11.117 billion dollars.

“We are able to save 800 million dollars after negotiation with CCECC and that has to do with the fact that CCECC said prices of commodities like steel and other things have come down.

“So, our gathering is to sign same contract but with different price and to make it legal from the initial price to the negotiated price.

“As soon as we conclude discussion with China Exim Bank, they will commence construction of the first segment,’’ he said.

He said the first segment would be from Calabar, Uyo, Aba and Port Harcourt and it would include all the seaports on the route.

“The entire contract covers Calabar, Uyo, Aba, Port Harcourt, Yenagoa, Otuoke, Ughelli, Warri, Sapele, Benin, Agbor, Asaba, Onitsha, Ore, Ijebu Ode, Sagamu and Lagos.

“My expectation is that the project can be completed in two years since funding won’t be a problem,’’ the minister said.

Earlier, Baogang, said that the railway would contribute immensely to the economic development of the country and open doors of employment.

He said that the company was ready to train Nigerians through building of factories, especially those in the grassroots.

“I know that railway contributes immensely to the economic development in Nigeria and it is very important.

“Railway will open doors for local people and I am sure that we will create more than 400 jobs with this project.

“We will execute this project with quality materials and with high speed and we hope to deliver in two years as expected by the minister,’’ he said.

Change is here to stay. It might be slow, but believe me we will surely get there. But what about the 60 billion naira budgeted for the project. Someone should please explain where that is going to

Contract was awarded by GEJ but he didn't implement it.

Rather, he used the money to buy yams for his fellow Yam eaters.

.This is another testimony that this administration is not a scam. The construction of this railway will provide jobs to thousands of Nigerians.I strongly believe in the determination of this administration to reposition Nigeria for economic and infrastructural greatness.

Was this another route Goodluck Jonathan planned to steal $5billion from this phony project? Why is PMB not revising the contract? Who now takes the extra 4 - 5$ billion, because we all know it wont cost 11.2Billion>

Before you all crucify me. Kindly look at the average cost of Chinese Construction of railines from the well respected Railway Finance website http://www.railway-technical.com/finance.shtml

This is not an underground rail line neither is it a high-speed. Let us even assume it is high speed, we are looking at $10 million per kilometer.

Even at the price, if we take 800km to be the total distance, we are looking at $8billion at most. Who steals the remaining $5 billion?

Nigeria is a dead country. I continue to say this. We are a dead nation. Even after "spending" all that money we may not even see the rail way. Just imagine what someone is planning to steal in the name of change?

Again, I repeat, Nigeria is sunken ship. We are a dead nation. No hope for a corrupt cesspit!

Wao, sincerely this is a very good development with railway interlinking those cities; great indeed.

Kudos to the government that conceived this idea and to the government hoping to complete it.

So the contract has been signed before by the previous regime! Why the uproar by Amaechi in the budget defense?? Good you've succeeded in negotiating downwards! Get the job done and let's move the country forward!

First it was Western Europe, then North America, then Eastern Europe, then Asia & India. I wonder who we will turn to in 30 years to develop our country, Latin America? Anybody except ourselves right? SMH

This government is not slow, they are being meticulous.

I understand that Nigerians have a problem with delayed gratification but we have to constantly remind ourselves that the foundation the previous government laid was one of mindless embezzlement and as such, a total deconstruction of the disgusting norms which was accepted, nay, deified by the previous would be necessary in order that a commendable precedence be laid for future governments.


This government, by my reckoning, is on the right track.
