NO she (probably) wouldn't have ignored him if he was in uniform.
I wouldn't ignore an army officer because police and military duties overlap in Nigeria therefore when in uniform, he/ she clearly represents the law (and because they have unbridled authority to harrass civilians).
I am however under no obligation to respond to a random individual and reserve the right to ignore whomsoever I choose to, just as others have to ignore me.
Even the nicest person has their bad days.
We can't go around being stupidly nice for fear that we may be assaulted.

Again, her having been rude is your presumption.
Unless she hit him, his (re)action was and is inexcusable. It's only in an insane society like Nigeria that anyone would even attempt to excuse or justify the inexcusable/ unjustifiable (in a bid to appear to be objective).

How does that change the fact that what he did is inexcusable? i.e indefensible, unjustifiable, unjustified, unwarrantable, unwarranted, reprehensible, outrageous, unacceptable, unreasonable, uncalled-for,without justification.
And if you agree that his behavior was all of the above, why then are you looking for plausible reasons why he would have slapped her? The why, unless in retaliation, is irrelevant.
