I'm not an expert but I also doubt that it can completely build it. when I say completely, I mean with plastering, interior works etc. but it will definitely raise it to a significant level(roofed level), if u already av land.

Good to hear encouraging things such as this. Build, no matter the condition. Beginning it is half done...

You see, when you put your build on a limited or very tight budget, you may not be satisfied with the final outcome. Especially now that cost of materials are so high. If you have a certain taste, strive to attain it.

For that budget, you may raise the structure to it's roof, but not much further. In fact, depending on the type of roof you have in mind, you could spend more than 2m alone to roof it.

If you already have a land, budget about 7 to 8 million for it. It all depends on the kind of finishing you want, cost may even go higher.

As an Engineer, I would advice that you plan your budget through a quantity surveyor. You failed to mention the type of building and the location where the building will be sited.

Although you mentioned a modern 5-bedroom flat it isn't enough to help you estimate the cost. Location is very important as this relates to SOIL TYPE. The type of foundation you will use will depend largely on your soil type and this could take a large chunk of your budget.

Because of the current state of the economy, prices of BUILDING MATERIALS have sky rocketed. This is no joke at all, materials sold in the beginning of 2015 have more than doubled. Recently, I had the privilege of going to the building market with one of my clients to get some materials, what we saw and heard shocked us. I sometimes wonder where this country is headed too. I remember encouraging that client to finish up his project in 2015 but he said I should wait that materials might be cheaper in 2016. Hyperinflation!

The only hope is that in many places the cost of labour has remained cheap and affordable, so that one isn't an issue. let me be with honest with you, 4million might just be enough depending on the above factors. Be encouraged my brother, but first of all start from a "building plan" and a simple "bill of quantity". God will see you through.

Finally, to all nairalanders postponing the commencement of their building projects why not take a leap of faith and start something, you never can say what tomorrow holds. God bless us all
