The Nigerian Ports Authority, NPA, said it would raise N4.3 billion to reconstruct access roads around Apapa Port as port operators withdrew services over poor infrastructure.

The Managing Director of NPA, Hadiza Usman, told a stakeholders’ meeting in Lagos on Monday that NPA would provide N1.8 billion while Dangote Group and Flour Mills would provide N2.5 billion.

The News Agency of Nigeria, NAN, reports that the NPA convened the stakeholders’ meeting to bring back operators who withdrew their services from the port.
“We have received proposal for Corporate Social Responsibility of N2.5 billion from Dangote Group and Flour Mills for the full reconstruction of port roads.
“The reconstruction entails full drainage service and the total cost of the Apapa port access roads project is N4.3 billion.

“The two entities are willing to provide N2.5 billion, while NPA will pay the remaining N1.8 billion to ensure that the roads are done,” Ms. Usman said.
The NPA boss said that the reconstruction would begin within one month, adding that she would ensure speedy completion of the project.

She said that the Federal Ministry of Works would request the approval of Federal Executive Council to obtain the necessary approvals for NPA to embark of the project.

Ms. Usman said NPA has asked the Federal Ministry of Works to provide the final engineering design and costing to enable it embark on reconstruction of the Creek road and Liverpool road later this year.

“I feel concerned about the deplorable state of these roads and I communicated at a meeting with the minister that we are willing to fund these roads irrespective of which agency of government is doing it,” she said.

Ms. Usman said that the management of NPA would make provision for an annual budget for the reconstruction of the roads.


She urged the Federal Ministry of Works to urgently complete the reconstruction of Coconut/Mile 2 road in Lagos.

Ms. Usman said that NPA would seek permission of the Federal Ministry of Works to complete the holding bay under the Public Private Partnership arrangement.

According to the NPA boss, the congestion around Apapa and Tin-Can Island ports was due to lack of an effective holding bay, trailer parks and non-reconstruction of ports roads in Lagos.


Ms. Usman commended the Executive Secretary of the Nigerian Shippers’ Council, Hassan Bello, for dialoguing with port operators who had protested poor infrastructure at the port.

Speaking earlier, Mr. Bello stressed the need for regular dialogue with stakeholders on issues militating against port operations.

He pleaded with the port operators to suspend the withdrawal of their services and await the outcome of the initiatives of the NPA management.

Also speaking, the Chairman Corporate Fleet Truck Association, Folake Soji-George, urged NPA to compel security agencies to stop tanker drivers from using one-way roads.

Mrs. Soji-George said that security agencies should be committed to their duties by ensuring free flow of traffic to reduce the time of doing business at the ports.

Kayode Farinto, National Publicity Secretary, Association of Nigerian Licensed Customs Agents, ANLCA, urged government agencies to address the issue of multiple charges by the customs.

The story has come full circle. I'm surprised nobody caught this story when it seemed like a big deal. Expect the roads to be rebuilt in a month or back to striking.

Dangote Group and Flour Mills did great funding the project. Hopefully the government agencies decide to maintain this road this time. Ms. Usman can get her plan off ground to reduce congestion that would be great.

It is absolutely ridiculous. The road has been in a deplorable condition close to 12yrs. They were probably expecting LASG fix it for them. You wonder why they can't take a good care of a cash cow.

So what is Fashola doing with his own budget in the works ministry..No private company has any right to pay for that road when they pay a lot of tariff to the govt as import, export and port charges yearly ...Dangote and co are only encouraging Fashola and co to have surplus money to loot..Even the NPA that is the biggest beneficiary of that road wants to donate only 1.8 billion naira... kai this country is so sick

The same NPA the refused to rehabilitate Onne port Road even as Rivers state government has released its own fund for that federal road. We in SS and SE are seeing all these SW and Northern ally to malign us. Time will tell.

What are you talking about they did get money why would they lie about that? Dangote Group and Flour Mills would easily come out to debunk this. This news is 3 days old without either party saying other wise.

As she said they expect construction in a month. All they need is approval from federal exuactive council. They will most likely rubber stamp it since bulk of cash coming from private sources. Then they would probably want to avoid unnecessary strike hurting revenue generation.

APAPA,THE ALEPPO OF LAGOS

Aleppo is the largest ancient city of Syria, country torn down by war. Torn between the government-held west and the rebel-held east, Aleppo, in the last four years, has become a metaphor for a decrepit and destroyed dwelling place with many of its 2-million plus inhabitants reduced to less than 600. For lack of a better word, the city has become a shadow of itself as it has long been a theatre of war.

I was in the Apapa district of Lagos today, after a long time of not getting there, and I was shocked to find that Apapa is probably worse than Aleppo even when there is no war there or in any part of the country. The road into Apapa is in an ultra terrible state. There are two main entrances: the Mile 2–Tin-Can axis and the Ijora axis. None of the two entrances is in any good state. Driving into Apapa through the Ijora bridge was like going to hell. The multiplicity, depth and stretch of the craters made driving into the hitherto beautiful district a nightmare.

Everywhere bore the signpost of criminal neglect. It was like the road of a war-torn territory.

With Apapa, there is hardly any question of why investors are scampering out of Nigeria.

This is the same Apapa that used to be an industrial hub and hundreds of many other business outfits including plenty of clearing and forwarding firms many of which had provided jobs to thousands of Nigerians in the 80’s through 90’s. This is the same Apapa that hosts the two busiest sea ports (Apapa Port and Tin Can Port) in Nigeria. This is the headquarters of the Nigerian Ports Authority (NPA) as well as NIMASA...This is the operational home of FMN(Golden Penny),Dangote,Total,Forte Oil..These companies can come together and Partner with the Government to rehabilitate the road as part of their CSR

This same Apapa plays host to Army, Police and Naval establishments.

What’s more, it hosts two leading national newspapers—THISDAY and BUSINESSDAY

To underscore the economic importance of Apapa, all the nation’s banks are operating in Apapa, with some even having more than three branches...Forget the VI hype..Apapa rakes in Billions every hour..

No doubt, Apapa Local Government Area is one of the richest Local Government councils in Nigeria, what with the many petroleum product depots lining up the bank of the sea.Nigeria Customs largely operate from where it generated N385.7 billion within the first six months of this year? How can such a money-spinning domain, be left to rot and waste? And we are looking for investors?

Which serious and prospective businessman will go through all that trouble to set up an office or going concern in Apapa? Many offices and business outfits in the place have shut down and moved out.

Can somebody tell FG,State Government, the Ministers of Works, Housing and Energy, to please come to the rescue of Apapa, if not for the convenience of the workers and residents of this community, then for the economic significance Apapa stands for, and save the community from the Aleppo ghost. many of which had provided jobs to thousands of Nigerians
