Because some people were not even aware that they got the scholarship while others doesn't know where to contact (guidance and couselling center ABU) for the next line of action. G & C also failed to write 'the above shortlisted candidadtes should go to guidance & counselling for more info.' that they normally write under any scholarship list.

No! Honestly, they are trying and I'm firesure that they will pay when due, infact I heard that they have paid those that summited theirs early. Morever, this scholarship scheme stoped for the past 3 years, but they revive it. Previous winners (2011 upward) too were all paid their outstanding fee
