Well, there is no where in Civil law that suggests that "Reaction should be equal to action". That is a law of motion (physics).

That said, you don't dictate the kind of response anyone returns. It's the perogative of the individual.
For example, the US and North korea, US is more powerful right? Good, that doesn't mean US will respond to a North Korea attack with the same force that created the action, why? BECAUSE they are more powerful.
