they av started paying, they av paid UI, Ksu n some odas, infact they av paid 40% of the awardees but they r yet to pay uniben hopefully dis coming week

Yes it's for nigerian tertiary institution. So, colleges and polytech. students too can apply. But, the application for this year has not started yet
