In keeping with the commitment of Governor Ifeanyi Ugwuanyi’s administration to the welfare of the workers, the Enugu State Executive Council (EXCO), today approved a 13th month salary for civil servants of the state as an added boost to celebrate the forthcoming Christmas.

The approval was the outcome of the meeting between the leadership of the Organized Labour in the state and the Council, held at the Government House, Enugu.

Reacting to the development, the state Chairman of the Nigeria Labour Congress (NLC), Comrade Virginus Nwobodo stated that the gesture was unprecedented in the history of the state, considering the nation’s economic downturn that has made it impossible for many states to pay workers’ salaries.

Comrade Nwobodo commended Gov. Ugwuanyi for the offer, which he said was a surprise package borne out of his magnanimity and an incentive to the workers to motivate them to discharge their duties efficiently.

The Labour leader urged the state workers to reciprocate the gesture by putting in their best to increase productivity.

Also speaking, the state Chairman of Trade Union Congress (TUC), Comrade Igbokwe Chukwuma Igbokwe, who equally appreciated the state government’s gesture, noted that the beauty of the offer is that the workers never asked or agitated for it, saying: “It was freely given to us and because of that, it is another milestone in this administration of His Excellency, Rt. Hon. and Comrade Ifeanyi Ugwuanyi, who is always passionate about workers’ welfare”

Comrade Igbokwe, who stated that the workers are part of the Enugu project, maintained that the leadership of the union and the workers will continue to appreciate the gesture and reciprocate by discharging their responsibilities for the growth and development of the state.

“We use this opportunity to commend His Excellency for his kind gesture and to continue to say that as Oliver Twist, good things will continue to come. Our prayer is that the state will continue to improve and increase its revenue so that more things will come the way of the workers”, Comrade Igbokwe said.

The Federation Accounts Allocation Committee meeting, which was postponed two weeks ago as a result of discrepancies in revenue presented by the Nigerian National Petroleum Corporation, will now hold on Thursday.

The Chairman, Forum of Finance Commissioners of FAAC, Mr. Mahmoud Yunusa, confirmed this to our correspondent on Tuesday.

Yunusa, who is also the Adamawa State Commissioner for Finance, said in a text message that the meeting would hold on Thursday.

He, however, did not confirm whether or not the reconciliation of the revenue had been done when asked to do so.

“FAAC will hold on Thursday this week, see you at the venue Allah willing. Thank you very much,” he stated in the SMS.

A top official in the Federal Ministry of Finance also confided in our correspondent that the meeting, which is to consider and approve revenue for the month of October, would now be held at the headquarters of the ministry in Abuja.

The official explained that the technical committee of FAAC had been meeting with officials of the NNPC to ensure that the figures were reconciled to enable the three tiers of government approve the account before allocation of revenue could be made.

The FAAC is chaired by the Minister of Finance, Mrs. Kemi Adeosun, with the Accountant General of the Federation, Alhaji Ahmed Idris; commissioners for finance of the 36 states; and representatives of revenue-generating agencies such as the Federal Inland Revenue Service, Nigeria Customs Service and the NNPC, among others as members.

The source, who pleaded not to be named as he was not officially permitted to speak on the matter said, “You will recall that the FAAC meeting could not hold two weeks ago because of discrepancies in revenue presented by the NNPC.”

We shall be expecting our salary from Tuesday 12 December, 2017, may God help us.
Some state like Cross river state uses IGR to pay their staff, and that is really and true politics, because the mandate is with the people(masses).

Anambra state governor tried it, and it work for him.

Cross river state, is using it, and I believed 100%, he don't need any other campaign, because it must work for him, if I have my way, I will go there because of his act of been worker friendly and vote for him on the day of his reelection.

Enugu state governor has queue up into it, by approving 13th month bonus salary for their workers.

The above three mentioned Governors don't have much to do again for their reelection, because masses will work for them.

Is true that Nigeria elections are fully characterized with rigging, but these days the interested thing in it, is the people cooperation, if people didn't cooperate, and majority of masses comes out to make sure you leave the seat, sorry will be your name.

Our dear governor suppose to bring in to his strategy, worker friendly approaches to advance his political carrier.

Rivers state has more money than the above mentioned state, both in federal allocation and Internal Generated Revenue (IGR), IGR alone is more than the wage bill. Wage bill should be about 6 billion, while IGR is between 9 and 10 billion.

Governor should look the way of workers, Anambra state governor before his reelection, gave all the Anambra state civil servants promotion to the next level with promise of faster implementation, with promise of 15% increment in their salary, and he won 21/21, i.e he won in all the LGA.

Our dear governor should adopt that strategy, because it work. He should pay all our outstanding salary, implement the previous promotion, and gave us promotion to the next level with immediate implementation. Honestly if he do so, he don't need those in the National Assembly to win election.
Civil servants will work for him and return him unopposed.

Please his advisers who are in this forum should communicate to him our opinion.

There is high hope on our side, this is for those whose February and March salary 2016, were unpaid.
News reaching me from the right source has it that the money will be paid before the payment of 2017 December salary.

Bayelsa State Government has explained that the November salary for civil servants has been delayed because the Federal Ministry of Finance has not released the monthly federal allocation and the expected Paris Club debt refund to the state.

A statement by the State Commissioner for Information and Orientation, Daniel Iworiso-Markson, on Tuesday, said the funds due to state governments had not been released because of the failure of the Federal Government to hold the crucial meeting of the Federal Accounts and Allocation Committee (FAAC) for the month of November.

He explained that the non-release of the funds was responsible for the delay in the payment of the salaries of workers for the month of November.

Iworiso-Markson, however assured workers in the state that the state government would ensure a prompt payment of the salaries as soon as the funds were released.

The statement reads: “It has become important to explain to our workers why the salary for the month of November has not been paid. The Federal Ministry of Finance did not hold the usual FAAC meeting that should precede the release of funds to states and local governments.

“The failure of the government to convene the meeting has culminated in the failure of the Federal Government to release the November allocations to Bayelsa and her entitlements in the Paris Club debt refund.

“However, Bayelsa workers are assured of the government’s commitment to ensure that their salaries are paid as soon as the awaited funds are received.”

THE Chairman, Finance Commissioners’ Forum, Mr. Timothy Odah, said that late remittances by revenue collecting agencies were often responsible for the delay in conducting the monthly meeting of Federal Account Allocation Committee (FAAC).
Odah said this in an interview with the News Agency of Nigeria (NAN) yesterday in Abuja.
He said that the FAAC meeting often took place later than scheduled due to lateness in rendering accounts.
The commissioner said that if funds were readily available on scheduled, revenues would be promptly shared to enable all tiers of government carry out their responsibilities.
“What I will like to see is improvement in funds. When funds improve, you will see that problems will go. Because all these problems that arise during FAAC meeting is because of money. That NNPC will not bring returns on time; it delays.”
“So, if before we get here and NNPC has gotten everything we need; we will be singing haleluyah! If each period we come for FAAC and funds are available, there is the tendency that we will conduct our meetings and go on time,’’ he said.
Odah said there was the need to employ good accounting system to ensure proper accounting of revenue generated in the country.
He said that the country must computerise all aspects of its transactions for best international accounting practices.
Odah said that revenue remittance to the federation account would be boosted if the entire businesses conducted by all of the country’s revenue generating agencies were done digitally.
He said that there would be reduction in fraudulent handling of resources if there were better record keeping of all transactions by these agencies.
He noted that it wasn’t possible to use automated sharing formula accepted by all in order to reduce the need for frequent FAAC meetings in Abuja,.
“I doubt that. This is because computer cannot talk for us. This is because the issue of FAAC meeting concerns disbursements.
“You know computer makes mistakes because human beings operate it. So there must be a sitting committee as well as a technical committee that will look at what was remitted into the federation account by all the revenue agencies involved”, he added

Make governor wike, try shake body. Rivers state is in the big league in Nigeria. It's just a shame that a state like ours need to wait for faac before payment of salaries. He should better pay that arrears... Before I begin to pray against somebody 2019 bid... Enough said for now.... There are different shades to/of wickedness....

Good governance: Over 21,000 teachers hold solidarity rally for Gov. UgwuanyiPublished on December 6, 2017 By Emmanuel Uzodinma

In appreciation of what they described as “the present reign of unprecedented good governance in Enugu state,” over 21,000 teachers in the state yesterday held a massive solidarity rally for Governor Ifeanyi Ugwuanyi.

The teachers, who came from their primary and post-primary schools respectively, converged at the Michael Okpara Square, Enugu, led by the chairman of the state chapter of Nigeria Union of Teachers (NUT), Comrade Paul Nnaji and other leaders of the union.

Visibly overwhelmed by the massive show of solidarity by the teachers who also honoured him as ‘Odozi Obodo I of Enugu state’, “that is, the reformer of society,” Governor Ugwuanyi declared that “I will continue to cherish your gesture for the rest of my life” and directed that the promotion of teachers for the 2016 and 2017 be implemented forthwith.

Stating that “from the bottom of my heart I will continue to appreciate this gesture”, Governor Ugwuanyi also directed that a bus be provided for the NUT in the state.

They gave eight main reasons for rallying in support of the governor, enumerating them as “some of the notable achievements, including but not limited to regular payment of Salaries/allowances to teachers, regular promotion of teachers since he assumed office and recruitment of teachers”.

According to the teachers whose collective message was delivered by the NUT chairman, the other reasons for throwing their weight behind Governor Ugwuanyi include “regularization of the appointment of all Volunteer Teachers, resumption of payment of gratuity to Primary School Teachers and the renovation and construction of new classroom blocks as well as construction of new office complex”.

The leader of the teachers also pointed out that in spite of the current economic situation, the governor has maintained “Sustenance of free and compulsory Education policy from Primary to JSS 3 and he has maintained industrial harmony in the Education Sector.

“There is no record of industrial unrest in the Education Sector since His Excellency, the Executive Governor of the State- Rt. Hon. Ifeanyi Ugwuanyi came on Board”, he posited.

The teachers told the governor that they have never had it so good in recent times, alluding specifically to the recruitment of 2000 teachers into the primary school system, the latest regularization of the appointments of 857 volunteer teachers for secondary schools and the on-going exercise for the recruitment of a fresh 2000 more teachers into the post-primary school system.

Heads of state-owned agencies in charge of education in the state, who were also present at the rally corroborated the teachers and also enumerated so many of the good gestures of the Ugwuanyi administration to improve education and the welfare of teachers in the state.

The chairman of the Post-Primary Schools Management Board{PPSMB}, Nestor Ezeme, pointed to the release of the arrears of promotion of teachers for 2013, 2014 and 2015 all inherited by the present administration and also approval of the 27 and a half percent of teachers’ enhancement allowance, among others.

Cross river state, is using it, and I believed 100%, he don't need any other campaign, because it must work for him, if I have my way, I will go there because of his act of been worker friendly and vote for him on the day of his reelection.

Enugu state governor has queue up into it, by approving 13th month bonus salary for their workers.

The above three mentioned Governors don't have much to do again for their reelection, because masses will work for them.

Is true that Nigeria elections are fully characterized with rigging, but these days the interested thing in it, is the people cooperation, if people didn't cooperate, and majority of masses comes out to make sure you leave the seat, sorry will be your name.

Our dear governor suppose to bring in to his strategy, worker friendly approaches to advance his political carrier.

Rivers state has more money than the above mentioned state, both in federal allocation and Internal Generated Revenue (IGR), IGR alone is more than the wage bill. Wage bill should be about 6 billion, while IGR is between 9 and 10 billion.

Governor should look the way of workers, Anambra state governor before his reelection, gave all the Anambra state civil servants promotion to the next level with promise of faster implementation, with promise of 15% increment in their salary, and he won 21/21, i.e he won in all the LGA.

Our dear governor should adopt that strategy, because it work. He should pay all our outstanding salary, implement the previous promotion, and gave us promotion to the next level with immediate implementation. Honestly if he do so, he don't need those in the National Assembly to win election.
Civil servants will work for him and return him unopposed.

Please his advisers who are in this forum should communicate to him our opinion.

Lols, you guys should stop sounding like its only teachers that are owed , the truth is the entire rivers state civil servants haven't been paid, no fault of NEW tho cause RVSG is yet attain the level of internally generated funds to meet her monthly wage bill which is similar to what is obtainable in other states in Nigeria, besides Lagos, a nambra and cross rivers, THUS THE CONTINUOUS WAIT FOR THE HANDOUT AFTER FAAC meeting, though honestly, giving those Jeeps to those lawmakers is really annoying to the average rivers state civil servant cause those lawmakers are already wealthy compare to some workers still battling with the paltry minimum wage, has the money for those Jeeps been channelled into giving civil servants Christmas bonus, it will have gone a long way to cushion the effect of the inflation associated with this Yuletide season, and increase NEW's political support base..., all in all, I will say NEW is trying, let him just increase our salary and promote us after these years (its over due ). GOD BLESS RIVERS STATE
