Ofcourse you need smart city, but you need people too. Cities are built for the people, so the best strategy is to make sure that no single soul goes hungry while we transition the cities. But Rochas has no smart city design in place, he has no plan to even develop the place, he is just pushing the poor to the wall and the poor are a reflection of his bad management of State resources.
