i once advised a fire safety officer during a drill that Nigeria, starting with Lagos needs to adopt 911 emergency number for all situations. the control room will handle and redirect to the appropriate specific emergency body, be it Police, Ambulance, fire etc. the situation where we have all sort of mobile numbers flying around is not best practice, even the existing 112 or 122 should be changed to 911 which is universal.

No one said to dial 911. It was only alluding to the emergency service seen in America. If you and the others watched the video , it says dial 112
If you say Lagos gets "911 service" it means 911 service. It would have been different if he said "911-like service" or "service similar to 911".
And the service has been operational for a few years now so my guess is the title had to be deceptive to pull in traffic. By the way did you see the title on the front page? It didn't say call 112. Why confuse people with 911?

What makes it universal?

That was already proposed since Tinubu's days as governor. In fact the CEO of a major American energy company (I believe it was Enron), came to Nigeria then to negotiate the terms of the Lagos state independent power project but the Federal Government shut it down till today.

This may not be totally correct. Tinubu's govt in partnership with Enron & Yinka Folawiyo actually built that IPP back then. The challenges they faced were many, some of which include
1. The output went straight to the grid and Lagosians hardly benefitted from it. I guess that was why Fashola concentrated on building IPPs that fed directly to local infrastructures
2. The unit production cost of power was way much higher than the market price, and FG was hesitant to subsidise
3. OBJ never wanted that project to see the light of the day. I think it was the phase 2 of the project that he killed. Word on the street had it that OBJ mentioned to a confidant that if they allow the phase 2 to come to life, PDP's aspiration of taking over SW is toast
