You can't unlock the same day you get it, maybe your seller unlocked it for you

Chinese is fine...i use global rom on it...just one 4g band difference btw the two and we don't use it in this country

chinese version is not that bad. I am yet to see any disadvantage of the chinese ROM. I mean u can get any theme or font still in English plus I dont mind the little chinese hear n there seeing I am a fan of animes

It didn't come unlocked. You don't need permission to unlock again. You just need to download the unlock tool from the mi site, go to developer options and bind your account to your device(this might give you error, just sign out of your mi account on your device and sign in again).
Once you've done this, just follow the normal unlocking process on your system.

Well it was instant for me and I unlocked my bootloader less than 2 weeks ago.
