At least 110 Nigerian individuals and companies have so far been identified by PREMIUM TIMES in the leaked internal data of Panamanian law firm, Mossack Fonsecca, as operators of offshore shell companies in tax havens.

Prominent among the new names being revealed today, in addition to the several that were published in the past one month, are the founder of telecommunication company, Globacom, Mike Adenuga; Niger State Governor, Abubakar Sadiq Sani Bello and the late Ooni of Ife, Okunade Sijuwade, among others.

The list also contained names of Arik Chairman, Joseph Arumemi-Johnson and his wife, Mary, as well as two serving senators – Andy Uba (Anambra) and Ibrahim Gobir (Sokoto).

The Deputy Senate President, Ike Ekweremadu, on Thursday, came down hard on the governing All Progressives Congress, APC, saying it simply used propaganda to win the 2015 election and has failed to fulfill a single of the promises the party made to Nigerians.

Speaking at the National Conference of the PDP which held at the Thisday Dome Abuja, Mr. Ekweremadu said the APC won by promising much more than they could deliver.

“Unfortunately, the chicken has come home to roost sooner than anticipated. No campaign promise, I repeat, no promise made by the present APC administration has been kept.

Politics / BREAKING: Supreme Court Halts Saraki’s Trial by Ptimes: 1:14pm On Nov 12, 2015
The Supreme Court has ordered the suspension of the trial of the Senate president, Bukola Saraki, at the Code of Conduct Tribunal.

Mr. Saraki is facing a 13-count corruption charge at the tribunal. He denies the allegation of false asset declaration and graft.

Two High Courts and a Court of Appeal had earlier rejected his request to quash the charges.

The Nigerian Army, on Monday asked Nigerians to be vigilant to track down Boko Haram members it declared wanted recently.

This is contained in a statement issued by the acting Army spokesman, Sani Usman.

“The Nigerian Army would like to reiterate the need for all well-meaning Nigerians and those residing in our great country to be more vigilant.

“We also solicit the assistance of citizens to security agencies with information about the declared wanted terrorists, their sponsors and other criminals in our midst,” the statement said.

Mr. Usman said the call became necessary following reports of mass exodus of the insurgents from their enclaves in parts of the Northeast due to sustained military offensive.

He confirmed the arrest of one of the suspected wanted terrorists at the Abuja airport.

The All Progressives Congress, APC, has assured Nigerians that it will not renege on its campaign promise to pay N5, 000 each monthly to 25 million most vulnerable Nigerians, while calling on the citizens to ignore the “mischievous” attempt by the Peoples Democratic Party, PDP, to confuse and mislead them on this issue.

The party said with the Treasury Single Account of the Buhari administration, N1.4 trillion has been mopped up from various banks and are now safely in the TSA.

The party also said the government has set aside $2.5 billion for various infrastructural projects and another N2.5 trillion as special intervention fund.

Incidences of induced abortions are more prevalent in the South-South and the North-East regions of Nigeria, a new report says.

The study, conducted by US-based Guttmacher Institute, and Ipas, a nongovernmental organisation that focuses on female reproductive rights, puts the South-South in the lead, and the South West at the bottom.

The report shows that besides insurgency, the North East region of Nigeria is also plagued by a high rate of abortions – second only to the South-South.

“The proportion of abortions is lowest in South West, at 11 per cent, and highest in the South-South at 17 per cent, and 16 per cent in the North East,” the report says.

It adds that at least 1. 2 million induced abortions take place in various parts of Nigeria every year.

Olutosin Owolude, a consultant lecturer are the department of gynaecology at the University of Ibadan, who presented the report Thursday in Abuja, said increased rates of abortions, done mostly through unsafe methods, have further heightened maternal mortality in the country.

“As we all know, Nigeria has one of the highest maternal mortality rates in the world, presently put at 560 per 1000 births,” he said.

The President of the Nigerian Senate, Bukola Saraki, currently facing corruption charges, was worth N10 billion (by current exchange rate) at the time he assumed office as governor of Kwara State in 2003.

While his entire assets, including cash, landed properties and shares in Nigeria and abroad stood at about N8 billion, those of his wife totalled N1.8 billion and his four children N202 million.

These are contained in the asset declaration form and the affidavit Mr. Saraki deposed to before an Ilorin High Court and submitted to the Code of Conduct Bureau on September 16, 2003.

The document entitled “Form CCB 1: Asset Declaration Form for Public Officers,” was exclusively obtained by PREMIUM TIMES.

Mr. Saraki was on September 18 this year docked at the Code of Conduct Tribunal on a 13-count charge bordering on alleged corruption and false declaration of assets.

He was specifically accused of deliberately manipulating the asset declaration form he submitted prior to his assumption of his current position as senate president.

Although he pleaded not guilty to the charges, claiming his ordeal was politically motivated, the CCT adjourned the case to October 21, 22 and 23 for further hearing.

Politics / Appeal Court Adjourns Ruling On Saraki by Ptimes: 4:57pm On Oct 16, 2015
The Court of Appeal, sitting in Abuja, on Friday adjourned the ruling on the appeal brought by Senate President, Bukola Saraki.

Counsel to the appellant J.B.L Ufoh, in a brief filed on October 6, challenged the jurisdiction of the Code of Conduct Tribunal, saying the tribunal ought to have obeyed and stayed proceedings when it got an order from the Federal High Court.

He further stated that the CCT was not a superior court to the Federal High Court and therefore urged the court to set aside all proceedings, including the charge against Senator Saraki on the grounds that the tribunal was not properly constituted.

Counsel to the respondent, Rotimi Jacobs, in his own brief, filed October 12, argued that if Mr Ufoh was challenging the constitution of the tribunal, it still wasn’t enough reason to affect the case brought before it.

He further added that there was no order by the Federal High Court compelling the Code of Conduct Tribunal not to sit; rather, the appellant had asked for an interim injunction which the Federal High Court denied.

“Muhammadu Buhari’s goodwill greetings to you is on account of the fact that he won an election that many people think he was not going to win,” said Garba Shehu, Senior Special Assistant to the President on Media and Publicity, ‎‎who represented Mr. Buhari.

“Americans say that elections are won on the dollar. It’s very improbable that anybody can win an election without money. We didn’t have advertising money on our campaign. Even when we had little money to spend on advertising, the Nigerian Television Authority was not making available to us slots, neither was AIT.

“I remember on a particular night I called NTA, they had 16 slots of one minute adverts and I said I wanted to buy one minute for the Buhari campaign, they said all 16 had been sold.

Crime / Code Of Conduct Bureau Chair Refuses To Disclose Own Assets by Ptimes: 5:03pm On Oct 14, 2015
The Code of Conduct Bureau has said that assets declared by public officers would not be available for public inspection.

In a response to the Advocate for Peoples Rights and Justice, the CCB said that assets declarations by public officers contain personal information ​that fall within the exemptions of the Freedom of Information Act.

The advocacy group had filed an FOI request demanding the assets declaration forms of the heads of both the CCB; the Code of Conduct Tribunal; and Nasir El-Rufai, the governor of Kaduna State (while he was the FCT minister).

“This is to ensure the citizens’ right to know, in line with your fight against corruption,” the group stated in a letter dated September 28 and signed by Victor Giwa, its National Coordinator.

The request came a week after the CCB slammed​ a 13-count charge of false asset declaration and corruption against​ Bukola Saraki, the Senate President.

The ​b​ureau accused Mr. Saraki‎ of offences ranging from anticipatory declaration of assets to failing to declare some assets – which were beyond his legitimate earning – he acquired while in office as governor.

Snakes washed by flood into Kanke, Kanam and other communities in Plateau have bitten more than 50 people in the last two weeks.

The representative of the area at the House of Representatives, Timothy Golu, confirmed the development in Jos after visiting the victims.

Mr. Golu said that some had died while others in critical conditions were on admission in various hospitals and traditional snake treating homes.

He said that 13 victims were at Zamko clinic in Langtang, 20 in traditional healers’ treatment homes, seven in herbalists’ centres, while some visit the centres for daily treatment owing to lack of bed space.

“Some have even been treated and discharged, but a woman at my place, who has been treated and discharged, still has pus gushing from the bitten spot and we have advised her to return to the hospital for fresh checks.

“We fear that something worse may result from the wound if not properly treated because she is already limping,” he said.

he Peoples Democratic Party candidate in the last Kwara Central senatorial election, Abdulrahman Abdulrazaq, has petitioned the Inspector General of Police, Solomon Arase, alleging criminal falsification of the election result by the Senate President, Bukola Saraki.

The petition, dated September 18, 2015 and signed by Azeez Adegoke of Sundry Law Office, on behalf Mr. Abdulrazaq, is asking the Inspector General to investigate the alleged forgery of Independent National Electoral Commission, INEC’s Form EC 8D and Form EC 8E signed by an aide of Mr. Saraki, Ladi Hassan, and the collation/returning officer, Mulkah Ahmed, declaring Mr. Saraki winner of the poll while election is yet to be concluded and votes are still being collated.

The forms were signed on March 28, the petitions says.

The petitioner argued that election results were still being collated on 29 March, 2015 and results were formally announced INEC on 30 March, 2015.

The significant rise in cases of witchcraft allegations and persecution in the UK has been attributed to the activities of African – especially Nigerian – churches in the country.

Gary Foxcroft, Executive Director of the Witchcraft and Human Rights Information Network, said in a statement Monday that the churches are growing at a phenomenal rate across the UK.

“Most of them are branches of large mega churches from Africa,” said Mr. Foxcroft.

“Some of these churches are known to promote the idea that children can be witches. Indeed the head of one of the biggest churches in Africa was captured on YouTube slapping a young woman and calling her a witch.

“There is currently no regulation in place to stop such people from entering the UK and establishing churches. This is clearly something that the government needs to address.”

A non-governmental resource centre, Human and Environmental Development Agenda (HEDA), has petitioned the chairman of the Code of Conduct Bureau (CCB), to demand an update on an earlier request it made to the bureau over actions of former President Olusegun Obasanjo while in office between 1999 and 2007.

The latest petition signed by the centre’s chairman, Olanrewaju Suraj, is requesting information regarding a petition written by HEDA on July 25, 2013.

“In a petition dated the 25th day of July, 2013, we complained about the following actions of Chief Olusegun Obasanjo while he was President of the Federal Republic of Nigeria from 1999-2007 namely, one, use of his position to solicit for monetary gifts, benefits and donations from government contractors, federal parastatals, oil companies, politicians, government functionaries that cut across all tiers of government as well as private individuals /sector to fund his library project,” HEDA said.

Nigeria’s Economic and Financial Crimes Commission, on Monday, arrested a former Benue state governor, Gabriel Suswan, over alleged corruption during his tenure as governor.

Mr. Suswam governed Benue state between 2007 and May 2015.

Goalkeeper Vincent Enyeama has announced his retirement from the national team, a day after he was officially stripped of the captain’s armband for the Super Eagles.

Enyeama, who recently had an altercation with the Coach of the Nigerian team, Sunday Oliseh, said on his Instagram page he is no longer available for national team duties and would henceforth face his club career.

As the Nigerian Government grapples with a horrific Islamist insurgency in the North East, an International conflict prevention group has warned that if the Muhammadu Buhari administration fails to urgently address the “long-simmering grievances” and deprivation in the oil rich Niger Delta, the region could soon erupt in violence again.

In its latest report issued September 29, the International Crisis Group warned that increasing complaints over chronic poverty and oil pollution as the Presidential Amnesty Programme for ex-militants reaches its twilight, may fuel a renewed rebellion in the region.

The group observed that since the defeat of Goodluck Jonathan, who is a native of the region in March, some activists have resumed their “agitation for greater resource control and self-determination” while some ex-militants have threatened to return to the creeks to resume the armed struggle that characterised the region prior to the amnesty programme.

The Nigerian Army in the early hours of Wednesday killed over 100 Boko Haram terrorists after they made attempts to attack 120 Task Force Battalion troops, located at Goniri, Yobe State.

A statement by the army spokesman, Sani Usman, said during the encounter, the terrorists killed seven soldiers and wounded nine others.

“During the encounter, our gallant troops successfully repelled the attack and inflicted heavy casualty on the invading terrorists as all of them were killed.

“On the last count over 100 terrorists bodies were seen. Unfortunately however, 7 of our gallant soldiers paid the supreme price while defending our fatherland, while 1 officer and 8 soldiers were wounded in action.

Crime / UK Court Seizes 27,000 Pounds From Former Petroleum Minister, Alison-madueke by Ptimes: 5:36pm On Oct 05, 2015
The Westminster Magistrate’s Court on Marylebone Road, London, on Monday granted an application for seizure of 27,000 pounds seized from a former Minister of Petroleum Resources, Diezani Alison-Madueke.

Mrs. Alison-Madueke was arrested and later released on bail on Friday for alleged corruption-related offences.

The cash was seized under Section 295 of Proceeds of Crime Act 2012.

By granting the application, which was filed by the UK’s National Crime Agency, the money would be held in the custody of the court until April 5, 2016.

PREMIUM TIMES gathered that although the former minister did not appear today in court, her mother, Beatrice Agama, and another woman, Melanie Spencer, appeared in the today’s sitting.

Reports also said a separate application was also made against Ms. Agama for the seizure of an undisclosed amount of money.

PREMIUM TIMES learned that there were indications the money seized by the court was found recently with Mrs. Alison-Madueke as the National Crime Agency applied for the seizure within 48 hours.

The Peoples Democratic Party (PDP) has urged President Muhammadu Buhari to urgently overhaul Nigeria’s intelligence agencies in the aftermath of Friday’s multiple bombings in Abuja.

In a statement signed by the party’s acting national chairman, Uche Secondus, the party said on Monday that it noted with deep sadness and concern the resurgence of terrorism and renewed attacks on Abuja.

The attack killed at least 15 people.

The statement reads in part:

“That the Abuja coordinated attacks came just as the nation was already celebrating the success of our security forces in their efforts to rout terrorists, indicates either a fact of dereliction of duty or sabotage against the anti-terrorism fight.

The Post-Election Review Committee of the Peoples Democratic Party submitted its report on Wednesday with a recommendation that the party should pick its presidential candidate in the 2019 election from the North.

It also recommended the adoption of direct primary in the election of all candidates for future polls.

The committee chairman, Ike Ekweremadu, disclosed this in Abuja while submitting its report to the National Working Committee of the PDP.

The party had set up the panel in May in the wake of its poor performance in the last general elections.

It was given a nine-point terms of reference, the sum of which was to find out what went wrong and to chart a trajectory for the restoration of the fortunes of the former ruling party.

Mr. Ekweremadu, who is also the deputy senate president, said the recommendation for the zoning of the presidential slot of the party to the North was not only informed by the fact the last president produced by the party, Goodluck Jonathan, was a southerner but also because it was a view popularly expressed during the work of the committee.

He said the party should strictly apply the zoning principle at all levels.

Politics / Judge Pulls Out Of Saraki Trial, Wants Case Reassigned by Ptimes: 3:53pm On Sep 30, 2015
A High Court judge who granted an order that appeared to halt the trial of the Senate President, Bukola Saraki, over alleged corruption, has stood down from the case.

Justice Ahmed Mohammed of the Federal High Court excused himself from the case on Wednesday, and transferred the matter to the Chief Justice of Nigeria, Mahmud Mohammed, for reassigning, the News Agency of Nigeria reported.

He said he took the decision due to “negative reports”, NAN reported.

Mr. Saraki is facing a 13-count charge of alleged corruption and false declaration of assets before the Code of Conduct Tribunal.

He denies wrongdoing and says the case was instigated by those angry he became the Senate president.

Nigerian lawmakers are stepping up the pressure on the federal government and President Muhammadu Buhari to promptly release all funds earmarked for their “constituency projects” in 2014, in addition to new allocations for the same projects in 2015, PREMIUM TIMES can report today.

Ministry of Finance officials fear the money could be misused and are cautious in dealing with the lawmakers, who they believe are cash-strapped as they have yet to reap a major windfall since their elections in March.

Of the N100 billion allotted for the constituency projects last year, N51.88 billion was not released due to funds unavailability, officials say.

The government provided additional N50 billion for the projects in the 2015 budget.

Since budgeted funds are released quarterly, the government has approved N12.5 billion for the projects for the first quarter of 2015, which is between January and March, and has also approved the release of another N12.5 billion from last year’s balance.
