One of the shortcomings using % for height is that it extends beyond expected. For example check www.rcfaaua.org/godsgracecomputers.com specifically on Chrome/IE and then on any other browser like Mozilla or Opera. You'll discover that the banners covers large area than specified but it's correct on firefox or opera. That's what you'l probably get wen u use %. But this challenge can be fixed by creating an external stylesheet for mobile and computer view. On the .html page, height and width should be 100%. On the stylesheet for computer view, give a fixed width in 'px' depending on how you want it. But let that of mobile be in %. (there may be some other ways to resolve that which i don't know for now but this was the simplest way i could resolve it on my own).

may be i can help in my small way. simply using % for width of your divs automatically makes it mobile friendly. and font-sizes measured in em and not px.
