Hi,

I don't think applying from Germany is a problem; as long as you are in Germany legally and have the right documents to back this up. I also applied for the 574 visa from the UK and I'm currently in Australia. So no worries! Hope you wrote a very good SOP? You should get your grant in less than 3weeks...all things being equal.

Greetings to the house and the knowledgeable gurus.
I have a quick question, I just applied for a 574 visa for PhD, fully funded by scholarship/ARC research grant. I would like to know if it was risky to apply from outside Nigeria as I just finished my Masters in Germany. Should I have gone home and applied from Nigeria?
I read some posts with people applying from outside Nigeria and being reject for lack of ties back home. I'm worried of not meeting the General temporary entrant requirement.
Gurus in the house, your clarification would be much appreciated.

The western green mamba is a very alert, nervous, and extremely agile snake that lives mainly in the coastal tropical rainforest, thicket, and woodland regions of western Africa. Like all the other mambas, the western green mamba is a highly venomous elapid species. Its venom is a highly potent mixture of rapid-acting presynaptic and postsynaptic neurotoxins (dendrotoxins), cardiotoxins and fasciculins. Some consider this species to not be a particularly aggressive snake, but others have suggested that they are extremely nervous and are prone to attack aggressively when cornered. Conflict with humans is low compared to some other species found in the region. Bites to people by this species are quite uncommon. Their mortality rate, however, is high; many of the recorded bites have been fatal. Rapid progression of severe, life-threatening symptoms are hallmarks of mamba bites. Bites with envenomation can be rapidly fatal. Case reports of rapidly fatal outcomes, in as little as 30 minutes, have been recorded for this species.

Moses Akatugba

TORTURED, BEATEN AND SENTENCED TO DEATH


Moses Akatugba was sixteen years old when he was arrested under suspicion of armed robbery in November 2005. Soldiers shot him in the hand and beat him on the head and back before taking him to the police station. Moses then spent more than three months in police detention, where he says that police officers repeatedly beat him with machetes and batons. He told Amnesty that they tied and hung him up for several hours, and then used pliers to pull out his toe and fingernails. Finally, Moses was forced to sign two pre-written confessions.

Last year, Moses Akatugba was sentenced to death for armed robbery, after eight years awaiting trial in prison. The sentence was based only on his forced confession and the testimony of the robbery victim, which was full of contradictions.

Moses was just a boy when he was arrested. His mother was never even informed of his arrest - she only found out the next day through a woman selling wares on the street. Under international law, he never should have been sentenced to death, as he was a child at the time of the crime.

The criminal justice system in Nigeria is weak, blighted by corruption and human rights violations. The use of torture is widespread and widely reported in Nigeria but most of the cases of torture by the security forces remain largely un-investigated.

If you have never heard about the TAC, it’s because, like too many of us, you’re getting information from foreign media like the BBC, CNN, instead of giving a little bit more attention to our beloved Africa’s history and news. In fact, the TAC has done more for Africa than all the Western non-governmental organizations combined. Still, very little is known about their actions.

The TAC, short for the Technical Aid Corps, is a Nigerian international cooperation organization through which Nigeria has been providing expertise support to many African and Caribbean countries during the last 30 years or so. Comparatively to its GPD per capita, Nigeria is one of the top countries contributing to international solidarity and development.

Even before the TAC’s establishment, Nigeria was welcoming the African National Congress students and combatants carrying body scars from the brutal South Africa apartheid policies. The TAC nurtured them with free housing, scholarship, and opportunities to join universities abroad. Today, unfortunately, the freed South Africans are burning Nigerians shops down in Johannesburg!

The TAC scheme was established in 1987 by General Ibrahim Babangida with the purpose of assisting States in Africa, Caribbean regions.

Without the TAC, many sanitation, security, financial and political mechanisms in Western Africa would still be handled by foreign expats. The TAC is active in many countries, silently but diligently assisting countries from Jamaica to Sierra Leone, extending to Uganda, Namibia, Rwanda, Burundi. At the height of the program, no less than 2,000 volunteers were annually posted for a two-year tour to as many as 30 countries.

On 4 March, 2007, 29 medical professionals from the Nigerian TAC scheme were deployed to the Caribbean nation of Belize. These volunteers were chosen to work as pharmacists, nurses, doctors, and laboratory technicians.

On 6 November, 2006, the Jamaican Ministry of Health announced the arrival of 28 Nigerian nurses who were set to fill positions within three of its four regional health authorities. The nurses formed part of a contingent of 110 medical personnel, including pharmacists, doctors, physiotherapists and radiographic technicians, that was expected to arrive in Jamaica under the TAC scheme.

In 2006, 40 Nigerian medical personnel were deployed to Kampala International University Teaching Hospital, located in Ishaka in the Bushenyi district of Uganda, to work and teach.


In 2009, 70 million US dollars were designated by the Nigerian government for the operation of 132 highly-qualified professionals in Sierra Leone as per President Ernest Bai Koroma’s request.

In 2014, 34 artisans, including fashion designers, auto mechanics, cosmetologists, agriculturists, nutritionists were sent to Namibia for volunteer service.

Until 1999, Gambia did not have a national university. When the university opened, Nigeria helped Gambia to train the administrative staff and achieve necessary standards. During the last 28 years, over 200 health workers from Nigeria have assisted Gambia in strengthening its health sector. More than 500 Nigerian professionals have rendered help in various other fields.

In 2014 alone, the TAC received 400 requests of assistance, and from 1,200 to 1,500 volunteers will be deployed to approximately 32 countries.

Some French-speaking countries in West Africa showed hostility toward the TAC volunteers at times. As it turned out, locals would have preferred white expats instead. In some other countries, local residents were not used to seeing Africans coming to help other Africans, and would confuse Nigerian volunteers for competitors at the job market. Also, at times, some local governments would not assign the Nigerian volunteers the same high status they granted to white expats. Such behaviour patterns come from a colonial alienation mindset, which now contradicts the trend of the African continent renaissance and solidarity.

Because the international media are quick to trash Nigeria, all the goodwill of this country in Africa and beyond is yet to be rewarded with a better perception, in contrast to how the Western NGOs are perceived.

The TAC is the best example of cooperation and solidarity between African countries. The recent upgrade of the TAC headquarters in Abuja, and the overwhelming pride all Africans felt about the last presidential election in Nigeria, would add up to the prestige and role of Nigeria in international cooperation.

Sam Nujoma, Namibia’s ex-president, said this about the TAC: “Nigeria is a pillar of Africa’s freedom … and a dependable friend. Nigeria has continued to grant development assistance and personnel to support my government’s socio-economic programs, including the Technical Aid Corps Agreement under which Nigerian experts work in Namibia.”

A senior Ethiopian official said this about Nigerian volunteers: “Even though our country was receiving similar manpower training aid from Japan and Britain, their observation in the two years of the TAC scheme in Ethiopia has shown that Nigerian volunteers were the most dedicated. Nigeria’s efforts in deepening South-South cooperation … had renewed faith in the ability of Africans to help themselves.”

TAC is a good program, and above comments clearly demonstrate its unique value for the continent. Now, it’s time to get it widely-known around the world. The people of Nigeria deserve our gratitude for their benevolent assistance and cooperation.

From November 1979 to December 1983 Aliyu was Director of Military Intelligence (DMI).[5] He played an important role in the coup that ousted President Shehu Shagari on 31 December 1983 and brought General Muhammadu Buhari to power.[6] Following the coup he was proposed as overall head of Intelligence, with the support of Chief of Army Staff Ibrahim Babangida, but the appointment was opposed by Buhari.[7] Buhari confirmed Shagari's appointee Muhammadu Lawal Rafindadi as director of the National Security Organization (NSO), and dismissed Aliyu from the DMI, replacing him with Colonel Halilu Akilu. Aliyu was sent on a training course at the Royal College of Defence Studies in Britain.[6]

Babangida and Abacha years
Aliyu was a player in the coup of 27 August 1985, when Babangida replaced Buhari. In the lead-up, due to the influence he had acquired as DMI, Aliyu was placed under intense surveillance and in turn placed pressure on the coup leaders to act swiftly.[8]

After the coup, Aliyu was appointed Director of the Defence Intelligence Agency (DIA) and Acting Director-General of the NSO from September 1985 to August 1986, then Coordinator on National Security from August 1986 to December 1989.[5] He reorganised the security and intelligence apparatuses, which had fallen in disarray under Rafindadi during the Buhari regime, breaking up the NSO into three organisations: State Security Services (SSS), National Intelligence Agency (NIA) and the Directorate of Military Intelligence (DMI).[9]

Aliyu was appointed General Officer Commanding 2 Mechanised Division, Ibadan (December 1989 – August 1990) and Chief of Administration, Defence Headquarters, Lagos (August 1990 to February 1992). He was Commandant of the Nigerian Defence Academy, Kaduna from February 1992 to January 1993.[5] Aliyu became National Security Advisor in January 1993, and was promoted to Army chief when Babangida passed control to the short-lived civilian government of the Nigerian Third Republic in August 1993.[7]

Once General Sani Abacha had consolidated power in November 1993 he replaced Aliyu by Chris Alli as chief of army staff.[7] Retiring from the army, Aliyu became chairman & chief executive of Alpha Public Affairs Consultancy from December 1993 until recalled as NSA by the newly elected President Olusegun Obasanjo in May 1999.[5]

Before that he was in military Intelligence, and was briefly Army Chief.[1] He resigned in September 2010, handing over to his deputy Kayode Are.[2] On 5 March 2014, President Goodluck Johnathan appointed Aliyu Gusau as defence minister. [3] Aliyu Gusau was erroneously reported to have resigned his position as Minister of Defence following an alleged altercation with the Chief of Defence Staff and failure of the three Military Chiefs to attend meetings with him..[4]

The election isn't a referendum on Buhari, it's a choice between two viable candidates. One has promised and failed. Another is promising.
It's you and your wife's choice. Either you are happy with what you have today then vote Jonathan. If you want something different,vote buhari. No one can give a detailed plan if he has no access to the data of what is on ground and what is planned. The guy is not a magician. Our diseases are indiscipline and corruption. Everything else is a symptom. Buhari is the surgeon. Once he cuts away the corruption, then our healing process can begin.

Nigerians, there you have it! I have said it before and I am saying it again.
PDP did not plan to win in February on free and fair election. Rather it is by any means necessary.
You all know Ayodele Fayose, Iyiola Omisore and Musiliu Obanikoro very well. They are super stupid and primitive thugs. The trio are hell bent to rig the election. If the APC sits on the fence expecting a free and fair election, it might as well kiss victory bye-bye. We should roll out the "rig and roast" mantra out now. If the military and police cannot curtail Boko-Haram in Borno state only, definitely they cannot curtail the whole of Nigeria when it explodes because of election rigging.


The question is: Will the SSS invite or arrest these men?
You all know the answer...

All we ask for is a free and fair election. If Buhari loses, we expect him to give a concession speech but not by rigging !
