So the NNPC doesn't have drawings for its pipelines?

LASG had to do seismic tests to determine the positions of the pipes

And for those questioning the cost of the buy out

The cost is actually N15bn but even if you put it at N25bn, it's a lot cheaper than the Lagos-Ibadan Expressway which will be done at a cost of N150bn

The Lekki-Epe Expressway for me is the second best road in Nigeria after Gerrard. You will notice that there are no electric poles along the road. You can guess where they are
Travel outside Lagos and see roads then come back and correct your post

Politics / Re: Did President Jonathan Really Give Soku Oil Well To Bayelsa Over Rivers? by tsomething: 3:48pm On Dec 29, 2013
kel4soft: @ OP

Thank you for bringing this topic. Soku is Kalabari, Rivers State not Bayelsa. If you have gone there. The boundary between them and Bayelsa is too far to cede the wells to Bayelsa. That said, don't forget the FG admitted that they made mistake in the map and that they will correct the map very soon. The arrangement was the the oil wells in contention should be put in a escrow account until after the map validation. 2009,2010, 11 and 12 funds were all channelled to that purse. What really baffles us was that these saved funds were all transfer to Bayelsa State with the endorsement of Mr. President.

You are such a liar! Just now on another thread, you claimed how well you know Akwa Ibom and its history , now you are claiming of how well you know the soku oil well boundary.

If you were so sure of your claims why didn't you provide Rivers state government with documents that proves this your claims which would had been instrumental to aiding them win the case.

kel4soft: To be fair, Victor Atah former Governor of Akwa Ibom state set the ball rolling for the state. Whatever Akpabio has done to the state is just completion of a course started and nearly finished by Victor Atah with a lesser state allocation then. The only project Akpabio started and will complete is the stadium. The rest were all initiated and started by his predecessor. I remember those days, Victor was demolishing buildings in Uyo and paying compensations. People were whinning, now he may not have taken all the glory, but God will definitely reward him.

On the population of Uyo: the state is as scanty as an empty soup. Even Oyigbo is more populated than Uyo. Most of their indigenes are scattered everywhere in Nigeria.

On Osun, I learnt he (the Governor) went to the market for bonds. I hope he doesn't enslave the state for years. Anyway good works he has done.

Say what you know and stop lying on a public forum. Don't forget some of us in Akwa Ibom have access to the internet and can puncture your lies with facts .

BabaTony: Unfortunately this same thing is happening at the university of uyo (both campuses). You enter uniuyo and you wonder why you don't see befitting structures. Is there a law that prohibits our universities from building nice structures. The good governance tour team led by the minister of information made the same comments when they Visited the permanent site of uniuyo at nsukara. What is really the matter? No architects? Or somebody just doesn't know the right thing.

I think I can shed more light on this issue . We all know our universities are currently highly under funded. Most of those magnificent structures you see in 1st and 2nd generation universities were constructed directly by the Federal Government when they used to pay attention to our institutions . However currently VCs are given an amount which they are supposed to use in running these schools and the .VCs main aim is to ensure that his courses are accredited and remain accredited . To achieve this they try to provide the basic things required for this exercise such as ample classrooms, functional laboratory and offices. The aesthetic won't guarantee accreditation , hence it's no use starting a beautiful block that would take 10 years to complete, when you can use the sparse funds to complete a functional classroom blocks under 3 months. This why you will find so many abandoned giant structures in other schools .
I am not holding brief for them, but if you analyze the situation from the way I presented you will agree the .VCs acted in the best interest of the students and not for beauty hype .

Abagworo:

My friend there is a big difference between beauty and quality. Maybe you are talking about good finishing but not the quality of the underlying components of the roads. To construct a solid kilometer of road in Rivers State is about 5 times that of Akwa-Ibom because of the type of soil and swampy nature of Rivers State except for places like Oron, Ibeno and Ikot-Abasi. Uyo is a scanty town and does not require demolisions for road constructions and even during construction, there won't be gridlocks and community protests to stall the free flow of work. There was not an already defaced and overcrowded metropolis to displace people in, no water fronts to demolish, no blocked drainages and little urban population to manage.

Akwa-Ibom gets more money than all the States in Nigeria with little problems to solve. The Governor is looking for what to do with money while Rivers has problems that money is required to solve. Only Lagos and probably Kano has more problems than Rivers State.

I give up on you since you call roads constructed by Juluis Berger mere beauty and not quality. I leave you to wallow in your ignorance .

IMHO Akwa-Ibom has not done 1/10th of what Amaechi did. Only the drainage network embarked upon by Amaechi in Port-Harcourt alone along side the compensation for demolished properties will complete the entire roads in Akwa-Ibom. Port-Harcourt was worse than Aba in terms of drainage when Amaechi came and I honestly believe tens of billions have been sunk in drainage system alone.

All the major roads in Port-Harcourt apart from the ones still under construction are in perfect conditions of international standard. All the roads done by Amaechi were not done for beauty or hype but with the best of quality materials and drainage.

I would have loved to engage you in a debate of facts but I gave up when you said All majors roads in PH are in perfect conditions of international standard . It would be foolhardy engaging you in such intellectual argument if you could categorize PH roads as international standard.

You even claimed Amaechi has constructed more drainage network than Akpabio when the latter is the first government in Africa to construct the "pipe jacking system" of drainage . How much compensation has Amaechi paid that would be more than what was paid when Akpabio dualized Abak - IK, or is the IK - Uyo, or Maybe Uyo- Nung Udoe , even the current Etinan - Eket Dualization still beats all Amaechi paid.

Let's stick to the Nairaland rules, " Pictures or it never happened". I challenge you to post pictures of the international standard roads Amaechi constructed let people see your idea of "international standard".

In what way is Rivers State a small or one city State? So Bonny, Ahoada, Obigbo, Onne and Bori are all one city. Maybe you mean one large city. Nothing in this world can hide the fact that Amaechi has tried even though there's every room for improvement. Once FG is done with East-West Road, Port-Harcourt will achieve 80% accessibilty and free flow of traffic. What will be left is now the new airport link road. Woji, Iwofe and Trans-Amadi are today under re-construction and when completed means 100% of internal major roads within Port-Harcourt metropolis is in best form. The schools speak for themselves.

Stop lying!! You guys just sit behind your laptops in Lagos and write lies. So now its only the East West road that is bad in PH? Lemme ask you, name any stretch of 10 to15Km road in PH that is motorable? If you live in PH you will know that they are very few. Take a journey to the nearby state Akwa Ibom, and see how oil money is spent and its visible in all sectors not just some over hyped schools. I call them over hyped cos those buildings are the regular buildings we construct everyday only that the landscaping and furnishing gives it this janded look which people like you use in bragging. Amaechi should stop crying like a baby and focus on giving his people value for their money. Akpabio has constructed hundreds of Km of FG roads which he hasn't been paid yet he ain't crying , rather he's constructing more, why? Because he promised to change the face of his state and giving excuses for failure to keep that promise won't be entertained

Symphony007: As per development in Rivers State, they are about to commission about 300 primary schools, they are about to commission another 70 health centres, to add to the 60 they have commissioned before. They are about to commission the Kelsey Harrison Hospital at Emenike Street, there is a new one inside Rivers State University of Science and Technology campus. There is a partnership between the rivers state government and Niger Delta Development Commission (NDDC), for which they have paid NDDC about N960 million, for the Mother and Child Hospital and NDDC is expected to bring about N900 million to make it N1.8 billion for the hospital. The stadium is about to be completed and many more.

from the way you listed these things its very obvious you haven't been to Rivers state , but lifted these so-called projects from the online projects being brandished by Amaechi. Please go to Rivers state and look for 250 schools, it shouldn't be difficult finding at least 150 of them since Rivers state isn't that big.

Politics / Re: Lagos Records 322 Murder Cases In One Year – Police Commissioner by tsomething: 12:40pm On Nov 29, 2013
DonColz1: Thirty nine police officers were also killed in
shoot-outs during the period.
There were 322 murder cases recorded in
Lagos State in the past year, the
Commissioner of Police in the state, Umar
Manko, said on Thursday.
Mr. Manko spoke at the state’s seventh town
hall meeting on security in Lagos.
He said that 126 of the cases were recorded
between November 2012 and April 2013,
and the other 196 from May to October,
2013.
The commissioner also said that the state
recorded 54 robbery cases, adding that 146
robbers died in shootouts with the police
while 472 robbers were arrested.
“We unfortunately lost 39 of our officers
during encounters with these criminals
within the period,” Mr. Manko said.
He said that 390 arms were recovered and
16,034 ammunition seized.
Mr. Manko said that the year was a tough
one for criminals as the notorious ones and
kidnappers were either killed or nabbed.
He cited the arrest of an alleged notorious
robber, one Abiodun Ebenezer, otherwise
known as Godogodo, who had terrorised
the state for 14 years, as a major
breakthrough.
The commissioner commended the state
government for supporting police
operations through the provision of vehicles
and other logistics.
He, however, said the command still needed
bullet proof vests and more vehicles to
perform optimally.
Mr. Manku also urged residents of the state
to co-operate with the police in fighting
crime by reporting suspected criminals in
their communities.
He also urged the reform of the state’s
criminal justice system to ensure conclusive
adjudication of criminal cases.
“Our criminal justice system should be
reformed in such a manner that would
guarantee faster and impartial dispensation
of justice to all concerned.
“I want to appeal to the Directorate of Public
Prosecution (DPP) to exercise constraint in
throwing away or discharging cases on the
slightest technical reason,’’ Manko said.
According to him, case files are referred to
the DPP not only to determine the culpability
of suspects but to ensure that justice is
done to parties.
“Where lacuna is noticed in police
investigation, the nDPP should draw the
attention of the police to the gap and also
suggest means of filling the chasm to
guarantee justice for all.
“Also criminal cases should be disposed off
with minimum delay and appropriate
punishment must be awarded at all times to
guarantee the sanctity of the rule of law,’’ he
said.
The state governor, Babatunde Fashola, said
that police officers deserved great
recognition for putting their lives on the line
to protect others.
He said that his government would continue
to motivate police officers in the state and
supply them with some of the things they
needed to perform optimally.
Mr. Fashola rewarded some police officers
for gallantry and dedication to service.
He also presented all the award recipients,
comprising junior and senior officers, N10
million for their efforts.

Politics / Re: Rivers Got N257.6bn From Federation Account Not 56.2, Says Okonjo by tsomething: 2:00pm On Nov 26, 2013
ballabriggs:

That "demand fell" is an artificial creation of rogues. Against all advise, they still sell using their cronies as middle-men. As we can see from the various reports of theft in Nigeria's oil trade.

The summary of everything is that the nations assets and treasury are in the hands of rogues. NNPC sells crude of $20 billion, we see only $7 billion.

That demand fell is not the issue. If demand falls then the price of crude would have dropped badly to less than $80 per barrel. That the price is still over $108 shows there is still a good demand for output. Why is ours different? Simple, ours is in the hands of rogues.

You are drifting to another topic. I would say we stick to facts we can prove so that we have a healthy conversation. Everyone knows that NNPC are rogues yet no one is able to provide clear cut evidence nor names, or is it everyone in NNPC that are rogues? We all claim NNPC is stealing funds, can you prove with clear cut evidence how much is actually stolen? You see why I said we should stick to facts ?

Lastly please could you ask Mr Amaechi this question ,
Since he claims he was aware of $1billion being shared, why didn't he just ask where was $4billion , instead he still added the $1billion which he participated in sharing amongst monies allegedly stolen ?

No! Production has not fallen by 50% and so I will not take your example. Fall in production is still about 10% and so this government should be able to function and not criminally draw from savings.

I was giving an example and I never said production fell , rather I said demand fell and loss of revenue due to oil theft, and nothing about production.
Politics / Re: Rivers Got N257.6bn From Federation Account Not 56.2, Says Okonjo by tsomething: 8:33am On Nov 26, 2013
ballabriggs: And so what? Is this an attempt to justify the theft and total mismanagement of the treasury. What he received is the statutory allocation for Rivers which is even less than what should be as the federal government has been shortchanging these states an giving them less than what is due. You are not doing Rivers any favour by giving it its statutory allocation.

Amaechi's argument is simple for those who can discern. That oil prices today are over 50% of budgeted means there is no need to draw from the savings from earlier years.

The whole essence of the ECA is to augment shortfalls in periods of low oil prices. Today London Brent is at about $108 per barrel while be budgeted about $79 per barrel. Given this difference, the ECA should be growing and not on the downward.

Where has all the money gone? This government is not able to implement budgets satisfactorily. This means a lot of funds not used should also have been saved. But what we have is the treasury being depleted by a rogue regime.

Ngozi has not answered his questions. She is just throwing figures around to hoodwink those who cannot discern.

Lemme try breaking this thing down to the simplest reasoning .
Nigeria estimates to make $500million from oil annually by selling 100million barrels at $5 per barrel . however , it sells the oil at $7 per barrel but is only able to sell 50million barrels (due to crude oil theft, drop in demand as a result of other sellers), translating to a revenue of $350million barrel. Note that $2 for the 50million sold is first transferred to the ECA , i.e $100million is moved to the ECA leaving the Govt with a revenue of $250million to be shared. This is a shortfall of $250million to the federation account despite oil is sold above the projected price .

Its a pity we Nigerians usually reason based on sentiments rather than with facts.
Let's analyze the whole aviation / air mishap ish and see where we can apportion blames

1. who is responsible for checking air worthiness of planes flying in Nigeria? NCAA

2. Who is responsible for monitoring and regulating our airspace? NAMA

3. Who do NAMA and NCAA report to? Due to amended act creating these important agencies, they were granted autonomy and hence report directly to Mr President .

4. What is the duty of the Aviation Ministry ? The primary agency under the aviation ministry is FAAN which are the managers and operators of the federal airports. Hence the aviation ministry is primarily saddled with the responsibility of ensuring that FAAN operates successfully and also create an enabling environment for investors in the aviation sector, hence providing jobs and revenue for the FG. In the process of creating an enabling environment, the aviation ministry is to provide necessary equipments and resources as required by NAMA and NCAA to enable them execute their regulatory duties.

5. Has the minister improved the status of FAAN which is her primary duty? We all know the ministry with her meagre resources is remodeling about 22 airports nationwide . Some have been completed and the earnings by FAAN in these airports before the remodeling have increased . A new national carrier with full private ownership will soon be launched and not only will it restore our pride, it will generate employment and additional revenue for FG.

6. Has NAMA and NCAA requested for any equipment or resources to do their regulatory job and was not provided by the aviation ministry ? Not heard or read anything as such.

7. Has the aviation ministry failed in their duties ? From the above it is safe to deduce that since she has performed satisfactorily in her primary and secondary duties, hence she hasn't failed .

8. Who should be blamed for regulatory and safety lapses ? NCAA and NAMA

9. Who is to be fired? .............You should be able to deduce that yourself .

Lagos is the 13th Largest economy in Africa and getting accolades from knowledgeable investment analysts from the Financial Times. All those achievements explained in the article was not achieved by idioticc boasting but by hard work, excellent administrative planning and visionary thinking.

Again he brings up another story irrelevant to the topic @ hand!! Who asked about investments?? We asked of projects Solely executed by these two Governors and your telling us of investments from foreign investors and others!

Ok, let's even analyse this your story of investment well, if truly Lagos is bubbling with investments, the LASG should be making money, and if the Govt is making money, they should be able to embark on numerous projects that would affect the common citizenry of Lagos. In summary, the citizens should be able to enjoy some kind of benefit for the flood of investments into Lagos!!
But is that the case? Taxes in Lagos state are higher than anyhwere in the whole of west africa! Roads are bad! Public schools are dilapidated! Housing is expensive! Cost of living is expensive!! Public water supply is either non existent or non dependable, Sanitation and waste management isn't working in most parts of Lagos,!! So what exactly is the benefit of the flood of investments into Lagos?? But some people somewhere are enjoying them and strategically positioning themselves and their families into these investments and the take photographs and send to you and you get excited!!
