And also Kuwaiti citizens don't work because they are super rich in oil wealth and very few population. Foreigners do all the jobs in Kuwaiti. Work visa is usually the only way to work in Kuwait and most be sponsored by companies resident in Kuwait. I worked in Kuwait for several years though I won't advise anyone to think of huzzle in Kuwait, Shariah law is active in the country.
