The House of Representatives on Wednesday called on the military to re-strategize and take the fight to the Boko Haram enclaves.

It specifically urged the Federal Government to tackle constant Boko Haram attacks on Maiduguri.

This was a sequel to a motion by Rep. Abdulkadir Rahis, who decried recurring attacks on Maiduguri by the Boko Haram terrorists.

The House urged the Ministry of Humanitarian Affairs, Disaster Management and Social Development and the National Emergency Management Agency to provide relief materials to the victims of attacks.

A Federal High Court in Abuja has summoned the Attorney-General of the Federation, Abubakar Malami, and a former acting chairman of the Economic and Financial Crimes Commission, Ibrahim Magu, to testify in the trial of the chairman of the defunct Pension Reform Taskforce Team, Abdualrasheed Maina.

The summon, dated March 8, 2021, and served by the presiding judge, Justice Okon Abang, was also served on three other witnesses such as The Director of Compliance of the Central Bank of Nigeria; M. Mustapha of the Zenith Bank Plc; Ibrahim Kaigama of the National Institute of Policy and Strategic Studies, Jos.

The witnesses were asked to appear to give evidence in the court on behalf of Maina on March 9, 10 and 11 from 9 am to noon and till the case is tried.

A witness, Ngozika Ihuoma had on Thursday told the court that the EFCC under Magu had mismanaged 222 assets worth N1.63trn, which he said was recovered by Maina’s task force.

The witness also averred that one of the properties in question located at No 42, Gana Street, Maitama, was illegally acquired by Femi Falana; while the property was still under litigation. The lawyer has since denied the claim.

President Muhammadu Buhari yesterday said ransom payments would continue to prosper kidnapping.

He said: “The time has come to reverse, completely, the grim and heartbreaking incidents of kidnapping”.

Buhari, in a statement by his spokesman, Garba Shehu, urged the police and the military to go after kidnappers and bring them to justice.

He expressed “overwhelming joy” over the release of abducted schoolgirls of Zamfara State, saying “I join the families and people of Zamfara State in welcoming and celebrating the release of these traumatized female students.”

Buhari, who said he was excited that their ordeal came to a happy end without any incident, noted that “being held in captivity is an agonizing experience not only for the victims, but also their families and all of us.”

He called for greater vigilance by the people so that human intelligence could be collected early enough to nip the bandits’ plans in the bud, while celebrating the release of the students.

The federal government on Monday declared Zamfara State a ‘no-fly zone’ to halt the swap of gold for arms by armed bandits, other criminals and illegal gold miners in the state, the Presidency and security sources told Daily Trust last night.

It also banned gold mining in the state even though this is not the first time it is taking this decision on mining.

In the last decade, bandits have been terrorising Zamfara State and its environs, leading to the killing of hundreds and kidnapping of thousands, the latest being the students of Government Girls’ Junior Secondary School, Jangebe.

A no-fly zone, or a no-flight zone (NFZ), or air exclusion zone (AEZ), is a territory or area established by a military power over which certain aircraft are not permitted to fly.

Aircraft that violate a no-fly zone may be shot down by the enforcing state, depending on the terms of the NFZ.

The National Security Adviser (NSA), retired Major General Babagana Monguno, on Tuesday announced President Muhammadu Buhari’s directive to declare Zamfara as a no-fly zone. He made the announcement after a quarterly meeting of the National Security Council (NSC) presided over by President Buhari at the Presidential Villa, Abuja.

“His Excellency, the president has approved, based on our recommendation, the imposition and enforcement of a ban on all mining activities in Zamfara State with immediate effect, until further notice.

“He has directed the Minister of Defence and the National Security Adviser to deploy massive military and intelligence assets to restore normalcy to that part of the country. He has also approved that Zamfara State be declared a no-fly-zone with immediate effect,” Monguno said without giving further details about the declaration of the no-fly zone.

Why FG takes action on Zamfara skies

When contacted last night, a presidential spokesman, Garba Shehu, told Daily Trust that there are strong suspicions that gold was being swapped for arms by criminal elements operating in the state.

Shehu, in a phone interview, said: “Even in Zamfara, there is a strong suspicion that some of those choppers are being used to ferry arms for bandits and also to evacuate gold and illegally smuggled out of the country, so the country loses everything in the mining.

“As you are aware, Nigerian gold market is a big business and the government wants to do two things at the same time by doing this; end banditry and economic sabotage through the smuggling of gold.”

Shehu also said that a big market in Dubai in the United Arab Emirates is called ‘Nigerian Gold Market’.

Sources with knowledge of the on-going conflict in the North West said Tuesday’s declaration was targeted at non-state actors, including those taking advantage of the crisis for material gain, including short-changing the government.

Non-state actors include nongovernmental organizations (NGOs); private sector entities such as international business associations; philanthropic foundations and academic institutions.

One of the sources said though the federal government is in the best position to open up further on why it slammed the restriction of flight through Zamfara skies, he said could only give two or three reasons for declaring Zamfara a no-fly zone.

“The first is the strong allegation that there is correlation between the ongoing banditry and mining. You know Zamfara is rich in gold and other mineral resources. Illegal miners are partly responsible for the instability in the area in order to get the minerals almost free after diverting the attention of government and locals through insecurity.

“The mineral mongers cashed on a minor disagreement between farmers and herders long ago and the government did not handle the matter the way it should. The truth is while the farmers have been chased away from their fields, and by extension chased from prospective goldmines, the herders, who are mostly carrying out most of the abductions and raids, are getting arms for free from illegal miners and sadly, they don’t even know the implication of what they are doing.

“That is why most of the bandits, apart from the peanuts they are getting as ransom, have nothing to show for their atrocities except the sophisticated weapons in their possession.

“The issue is a big franchise involving criminal Nigerian businessmen and their foreign collaborators,” he said.

He said the second reason for declaring Zamfara a no-fly zone might likely be the non-kinetic approach of the government.

“For those who cared to listen, the bandits have repeatedly said they will not drop their arms until fighter jets stop hovering over them. I am not sure, but I think while deploying force, the government is also exploring the dialogue option.”

Another security source, who noted that the declaration was long overdue, said there are suspicions that arms are being swapped for gold in the state.

The source, an air force officer who does not want to be named, said, “Likely, there are people flying in bringing weapons or some people are flying in to take out precious stones.

“People may argue that there are no helipads or airport in Zamfara but there are in surrounding states. Also, the presidency may be privy to information that you and I may not have. The Americans are fully based in Niger Republic and have a big drone unit there, so it is possible that this is not just an isolated decision but advice that came from them.

“The Americans may be aware that there are so many nefarious activities going on there. I do not think the decision was made without some genesis. Even if there is no helipad or airport, they may have landing areas in the surrounding which might have been used to either bring in arms or carry some of those precious items out. Also, helicopters can land in any place and not until you have a helipad.”

Ban not the first

The ban on gold mining is not the first time by the Buhari administration. On April 7, 2019, the government, through the Inspector General of Police, Mohammed Adamu, announced a total ban on mining activities in Zamfara State and its environs.

The IGP, who addressed State House correspondents after a security meeting at the time, said the decision was part of fresh measures to restore peace.

Adamu said government took the decision because it found out there was a relationship between the bandits and illegal miners.

Mr Adamu also announced that “all foreigners within mining sites are to leave immediately.”

He said all the sites would be taken over by a special task force comprising of relevant security agencies.

‘Security Council not well informed about Zamfara issue’

Reacting to the National Security Council’s decision to ban mining, Governor Bello Matawalle said the decision might not be from an informed perspective. He said this when he hosted the Chairman of the Nigeria Governors Forum (NGF), Kayode Fayemi of Ekiti State, who alongside Governor Atiku Abubakar Bagudu of Kebbi and the deputy governor of Sokoto State paid him a sympathy visit over the release of Jangebe schoolgirls.

“It seems the security council doesn’t understand the nature of the security problems in Zamfara State but if they decided to take such action let them go ahead. I am not afraid of anybody and the problem of insecurity in the state predates my administration.

“Nigerians are waiting to see the outcome of the security council resolution; to see if these bandits would be crushed. If the federal government fails to crush them after this resolution then Nigerians will understand that they only sat and served themselves tea, nothing more,” he said.

In an interview with Daily Trust last week, Governor Matawalle said the federal government had approved the engagement of 10 indigenous mining companies to work on the gold mines.

“Some of them are ready to come but for the COVID-19 restrictions; they have all registered their willingness to participate,” he said.

Matawalle under pressure to name abductors’ sponsors

Meanwhile, Governor Matawalle is under intense pressure to disclose the sponsors of the abduction of the students of Government Girls’ Junior Secondary School, Jangebe.

Matawalle had said, “Many people will be surprised to hear those people behind the abduction of these innocent children.”

Reacting, the Yoruba sociocultural group, Afenifere, said on Tuesday that it is a matter of “urgent national importance” for the Zamfara State governor to name the sponsors of banditry in his state.

Spokesman of the group, Mr Yinka Odumakin, in a chat with Daily Trust, stated that banditry has become a huge business venture for those behind it and that the earlier the sponsors were unearthed the better for the state and the nation.

He said, “It is a matter of urgent national importance for the governor to name those people, but we know that Nigeria is becoming a failed state because there is no law and order otherwise he may be doing more danger to the security of his state by confronting the bandits’ leaders.

“But it is a national security duty on him to ensure that we know who those criminals are.”

He said the federal government has not done enough to flush out the criminals behind banditry in the North-West.

Also, the Arewa Consultative Forum (ACF) has called on security agencies to prevail on Matawalle to reveal the identities of kidnappers terrorising the country. ACF’s National Chairman, Chief Audu Ogbe, made the call in a statement issued in Kaduna on Tuesday. He urged the governor not to protect the identities of the kidnappers.

“We ask the governor to reveal their identity and let Nigerians be shocked or even the heavens fall.

“We also ask the security agencies to question the governor on the identities of the criminals he is trying to hide. If he refuses to disclose their identities, he must be treated as an accomplice to the criminal act of kidnapping.

“The ACF has been embarrassed by the spate of kidnappings, especially of school children spreading like wildfire all over the North.

“People in positions of authority that will help us out of this mess, like Governor Matawalle, must stop embarrassing the North and the country with careless statements on a serious issue like the kidnapping of school children.

“Zamfara State and the North are way behind the rest of the country in educational development. The serial kidnappings of school pupils in the North will only worsen a bad and unacceptable state of education in the North,” he added.

Why Zamfara gov must name sponsors – Lawyers

Speaking on the matter, Dayo Akinlaja (SAN) maintains that it would be viewed as proper and patriotic for Governor Matawalle to name the senior citizens behind the bandits to help the security agencies invite them for questioning. He, however, advised that the governor must substantiate his claim to avoid being sued for defamation.

“Nonetheless, whether or not any senior citizens are named, the irreducible fact is that the good people of Nigeria know that there is more than meets the eye to the issue of effortless kidnappings and ease of facilitating releases of late,” he said.

In the same vein, Dr Sam Amadi Esq said there is nothing wrong in releasing the names of the sponsors of the bandits so long as it is backed by evidence. He noted that such releases will be seen as intelligence for the security agencies to work on and to prosecute them in court.

But it is only when there is no evidence that the issue of slander, libel, and defamation would come in, he stated.

Zamfara governor Bello Matawalle on Tuesday said while the state was in negotiation with kidnappers of Jangebe schoolgirls, the armed men were offered money by unnamed persons not to release the girls.

Matawalle spoke when he was addressing the freed Jangebe schoolgirls on Tuesday.

He said he would soon reveal the mystery behind the abduction of the girls adding that those instigating criminals should be careful.

He said he talked to the relevant security agencies including the police, DSS and army to discreetly investigate the matter.

“I didn’t sleep for four days. We worked hard for days to ensure the safe return of the girls to their families. We are using kinetic and non-kinetic approaches, and the non-kinetic is working for us. If not, we wouldn’t have successfully negotiated the release of these girls, ” he said.

He said the abducted and freed girls were 279 and all were released.

No fewer than 62 personnel of the Nigeria Police Force (NPF) have been killed between January and February this year by criminal elements in 15 states.

Similar killings in some other states were largely unreported within the period.

Members of the proscribed Indigenous People of Biafra (IPOB), bandits, kidnappers, Boko Haram terrorists, cultists and armed robbers are some of the criminals that perpetrated the act.

However, while some elders, especially in the South East, have blamed IPOB for the heinous act of killing police operatives, the media in most of the reported cases hid the identity of the proscribed group by describing the attackers as “unknown gunmen”.

Some serving police personnel interviewed said their morale was low and wondered why some people were against them despite the sacrifice they were making to keep society safe.

Some analysts have noted that the indiscriminate killing of security operatives would spell doom and therefore called on relevant authorities to tame the trend.

A tally from reported cases in the media showed that some officers were killed by their colleagues while on duty and some died in auto crashes. Findings also revealed that Delta State recorded the highest cases. It was observed that the brutal attack on police personnel heightened after last year’s #EndSARS protests which also led to the deaths of many operatives.

It’s tough working in Nigeria – Policemen

Some officers and men of the police said it was very difficult working in Nigeria.

A police sergeant said, “Since the #EndSARS protests, many Nigerians have developed cold feet for us, and honestly, I don’t know why.

“While we are always putting our best to keep Nigeria safe with little motivation, some criminals are killing us at will and nothing is happening to them. This is demoralising.”

Another officer, Corporal Sani, said he felt like removing the uniform completely for another venture.

He said, “I am tired of the job and I want to leave. In other climes, there is no way miscreants would kill police personnel and go away with it, but here, some people don’t even want to call them criminals; it is very sad, but the truth is that all of us would regret the day that we would not have the police on the streets.”

Speaking on the preponderance of attacks on police operatives, a senior officer who pleaded anonymity, said many personnel of the force had applied to be redeployed from the South East, South South and other violent-prone regions of the country.

He said many hoodlums attacking police and their formations had sophisticated weapons than the officers of the force; hence that it would be difficult to tame or reduce the growing violence in those regions.

He further said, “I can tell you that those who were redeployed from the South East and South South to the North after some police stations were burnt in Abia and Anambra states were very happy when they received their redeployment letters.

“Though not all those who applied would be redeployed, but a considerable number of them would be redeployed pending when lasting solutions would be found. I’m still wondering why police are the targets.”

Tackle IPOB decisively – S/East elders

Following renewed attacks on police formations and officers, some elders from the South East have urged relevant authorities to deal decisively with IPOB members.

The elders under the aegis of the Conference of Concerned Igbo Elders for Peace and National Unity (CIEPNU) said in a statement that the attacks on security operatives in some states in the region by IPOB members were unacceptable.

In the statement jointly signed by the President, Mazi Professor William Okocha, and Secretary, Barrister Irene Chizoba, CIEPNU condemned IPOB for carrying out Tuesday’s attack on Abayi police station in Aba in Osisioma Ngwa Local Government Area of Abia State which resulted in the deaths of two police officers and burning of the station.

According to them, the current level of force being deployed may not be enough to curb their violent excesses in the region, warning that the proscribed group may likely carry out more daring attacks unless urgent action is taken to deter them.

They also urged Igbo sons and daughters at home and in the diaspora to dissociate themselves from the group to send a strong message across that IPOB did not represent the views of Ndigbo.

Some recent attacks on police operatives

On January 8, three policemen were gunned down at Onueke Police Station in Ezza South Local Government Area of Ebonyi State. On January 10, Inspector Muntari Lawal, Sgt Adamu Ibrahim and Simon Madaki were murdered at Wakyz Fast Food Joint, Ughelli, Delta State, by “yet-to-be-identified gunmen.”

In the same Delta on January 24, another police officer was killed by gunmen at Oton Area of Sapele.

Controversy also trailed the killing of a police officer identified as Rauf Fawale who was murdered by unknown men of the Department of State Service (DSS) in Osogbo, Osun State capital, on January 14.

In Kaduna, bandits launched an attack on police officers on Birnin-Gwari-Funtua road and killed four of them.

Also, one police inspector was killed by armed robbers at Boriki, Port Harcourt, in Rivers State on January 18.

Sgt John Auta was not lucky at his duty post in Kafanchan, Kaduna State, when he was killed by gunmen on January 23. In Yobe, Boko Haram terrorists lynched six police officers during an attack in Bursari Local Government Area on February 16.

Why attacks on police fester – Retired officers

Speaking with Daily Trust in a telephone interview, retired DIG Adedayo Adeoye decried that the attacks on police were growing in the South East and fingered IPOB militants.

He said the government should tackle them head-on and advised for more intelligence gathering and equipment for the police to be in a vantage position to repel any attack.

According to DIG Adeoye, IPOB members are attacking police to create anarchy and achieve their unpatriotic long-standing aim.

He said, “Since police stations are being burnt, it means there will be more criminals because the police will not be able to perform effectively again.

“Not only that, it would be telling on our economy because the money the government is supposed to use in developing other things would now be used in rebuilding the police stations.

“Look at those police stations that were burnt during #EndSARS, up till now, nothing has been done on them, and I know it is because of lack of finance to rebuild them yet.”

He further said, “What IPOB members are doing now is that they are setting the hand of the clock backwards. That is the way I see it, and it is not good for us as a nation. The police and the security agencies generally should buckle up.”

A retired AIG, Austin Iwar, attributed the latest attacks to growing insecurity across the country. AIG Iwar said the police being the most visible state structure were the first line of attack to weaken the security structure of the state and finally defeat it.

He said, “The implication of this is anarchy. They intend to create anarchy, to create a state of fear and violence in the minds of, not only the people, but in the state institutions.

“You know IPOB is an insurgency group and the government needs to do something about it before it snowballs into terrorism.”

Another retired AIG, Ali Amodu, said it would take more than a day before the problems of attacking police were solved, but asked the government to act fast.

Officials of the police force, however, said their men killed four attackers of their station in Abayi, Aba in Osisioma Ngwa Local Government Area of Abia State.

The spokesperson of the force, Frank Mba, who disclosed this in Abuja, said the operatives also arrested eight persons and recovered arms and ammunition from the hoodlums who carried out the attack.

Founder of the Movement for the Sovereign State of Biafra (MASSOB), Chief Ralph Uwazuruike, yesterday charged governors from the region to take over operations of the Eastern Security Network (ESN).

He said, “I call on South East governors to take over the activities of ESN before they cause more harm to the region.

“South East must not be a theatre of war because of the activities of few individuals. We must recognise our leaders. We cannot allow anarchy to prevail.”

Founder of the Movement for the Sovereign State of Biafra (MASSOB), Chief Ralph Uwazuruike, has alleged that the leader of the Indigenous Peoples of Biafra (IPOB), Nnamdi Kanu, is allowing himself to be used by create problems in Igboland.

Uwazuruike said the idea behind the agitation for an independent state of Biafra was to use a non-violent means, regretting, however, that this noble idea had been hijacked by those he recruited into the movement.

Speaking at a world press briefing in his house in Owerri, Imo State capital, on Monday, Uwazuruike, who also leads the Biafran Independent Movement (BIM), said he feels disturbed each time there are killings in Igboland.

He blamed this on the activities of IPOB while expressing regrets that Kanu “and his cohorts have turned Igboland into a battle ground where daily killing have become a common place”.

He said the IPOB leader does not have regard for Igbo leaders, whom he abuses with “reckless abandon”.

He asked South East governors to take over the Eastern Security Network (ESN) because the organisation is being abused by those behind it.

He said, “When we started out on this movement, our purpose was to pursue this issue of Biafra through non-violence means, but along the line, politicians stepped in by sponsoring some for their own selfish interest to cause mayhem.

“We feel disturbed because people have called us continuously to ask what is happening. Today many people are being killed in Igboland not by herdsmen but by ourselves because if you invite the military into Igboland, they kill nobody but Ndigbo.

“At the end of the day, we are the people being killed. I started all these, I recruited all these people. I want to say that at no point will Ndigbo go to war with with any other part of Nigeria. We have reached a stage where it is no longer possible to fight in Nigeria.

“I call on South East governors to take over the activities of ESN before they cause more harm to the region.

“South East must not be a theatre of war because of the activities of few individuals. We must recognise our leaders. We cannot allow anarchy to prevail.”

He congratulated Governor Hope Uzodimma for the way he handled the crisis in Orlu.

The leadership of Cattle and Foodstuff dealers under the aegis of Amalgamated Union of Foodstuff and Cattle Dealers of Nigeria (AUFCDN) are currently with officials of Department of State Service. (DSS).

General Secretary of the AUFCDN, Ahmed Alaramma, who disclosed this at a press briefing at Labour House, Abuja, on Monday, said the President of the Association, Mohammed Tahir, is with the DSS.

Alaramma also alleged that the military personnel were intimidating members and task force of the union, advising the government to avert looming chaos by stopping the intimidation of their members.

The union had earlier vowed to continue its nationwide strike and sustain the enforcement on the blockade of foodstuff and cattle from entering the douthern part of the country.

This, according to them, would be sustained till federal government attend to their demands, which border on payment of N475 billion compensation for lives of members and property lost during the #EndSARS protest and Shasa market crisis.

Okorocha’s Son-in-law Shot During Brawl Over Seized Property To Be Flown Abroad

Uzor Anwuka, the son-in-law to former Governor of Imo State, Rochas Okorocha, who was shot when the former governor’s loyalists clashed with government officials, will be flown abroad for treatment.

Anwuka, an American-trained medical doctor, who was shot on the left leg during the clash, has undergone three surgeries.

Okorocha, who is also the Senator representing Imo West, has been having a running battle with Governor Hope Uzodinma over one of his wife’s properties, the Royal Spring Palm Hotel, which was seized by the government.

Speaking when the former governor visited him at a hospital at Apo, Abuja, on Sunday, Uzor said he had undergone surgeries without any improvement.

He explained that he was surprised that he could be attacked because he was never involved in the brawl.

According to him, “On the day of the incident, my father-in-law called me that he was in Owerri to see his seized property and I drove down their to see him.

“On getting there, I saw a crowd of thugs led by one of the governor’s cousins. They had guns, cutlasses and other dangerous weapons, they started harassing everyone including my father-in-law (Okorocha).

“Later, they were asked to round us up and they started shooting, I made an attempt to climb the fence but I was hit by bullet and I fell into the bush and I was there for several hours before I was rescued and brought to the hospital.

“I have been in this hospital for six days and my leg has been operated three times but it is not getting better. So, I will be going out to get a better treatment.”

Describing the attack as sad, Okorocha said it was an assassination attempt on his life, saying his major concern is to save the life of his son-in-law.

The lawmaker said he wondered why those who carried out the attacks have not been arrested.

“No arrest has been made it was the people with me who were macheted that were still arrested. For now, to save the life of my son-in-law is more important to me now than any arrest.

“The authorities should know what to do. It was a beating galore against my people but I ordered that nobody should shoot,” he added.

A former Vice President, Architect Namadi Sambo, has stressed the need for Nigeria to refocus its educational system to a value-driven system in order to address the challenges of unemployment and insecurity in the country

Sambo said this Saturday in his virtual goodwill message during the 22nd matriculation ceremony of Igbinedion University, Okada, Edo State.

He noted that with the destruction in the academic system by COVID-19 pandemic and the search for job opportunities, particularly in Africa, “our educational system must be value driven one.

“Educational value-driven system is imperative especially at this critical time when unemployment rate has continued to pose greater challenges to our existence as a nation,” he said.

He added that Nigeria must refocus her educational system to one that prepares students to create jobs rather than engaging in low paid job that add less value in a competitive world.

He suggested a move away from non-skills approach that create employees that cannot fit into complex jobs to employee with skills search to handle complex jobs and create opportunity for others.

Earlier, the Vice Chancellor of the institution, Prof. Lawrence Ezemonye, urged the students to shun cybercrimes, cultism and drug abuse among others as whoever is caught faces expulsion.

The Federal Government has said four million doses of the Oxford-AstraZeneca vaccines will arrive the country on Tuesday morning.

The Secretary to the Government of the Federation (SGF) and Chairman, Presidential Task Force (PTF) on COVID-19, Boss Mustapha, said this in a voice and video message made available to journalists.

The government, which had earlier announced that the vaccines will arrive the country by the end of February, later said it may be in the first week of March.

But in his latest message, the SGF said: “I can assure you that the vaccines are coming and they are coming very quickly barring any change in the delivery plan that has been released to us by UNICEF.

“We believe that our vaccines should depart India on the 1st of March, 2021 at 10:30pm and arrive Abuja on 2nd of March 2021 by 11:10 am. And we are making preparations for that.

“We are supposed to have 16 million in the first quarter from the COVAX facility, and expecting that by the time they supply all the range, we are expecting that they would supply about 84 million doses of the COVAX facility, which is free of charge and is supposed to cover at least 20 percent of the Nigerian population.”

Global Assess Facility (COVAX), a World Health Organization (WHO)-backed programme, has been saddled with the responsibility of sharing two billion doses of vaccines across 92 low-and middle-income countries.

The SGF added that the federal government will still get vaccines from a combination of Oxford AstraZeneca and Johnson and Johnson vaccines.

He said 41 million doses are expected from the second source, and assured that AstraZeneca has a good range in terms of storage which does not come with any complications because it can be stored in +2 to +8 Degree Celsius and in cold chain facilities that are available in all local governments and wards in the country.

Mustapha commended the nation’s health workers and various frontline workers for their efforts to combat the coronavirus pandemic.

Daily Trust reports that Ghana on Wednesday received 600,000 doses of the AstraZeneca vaccines, making it the first country in Africa to benefit from the COVAX programme.

Ivory Coast, a country with over 32,000 COVID-19 cases and 188 deaths, received over 500,000 doses of the Oxford-AstraZeneca COVID-19 vaccine on Friday.

Nation President of the Nigerian Union of Journalists (NUJ), Chris Isiguzo, on Friday said a prominent cleric Sheik Abubakar Mahmud Gumi would have been in jail if not for the weakness of Nigeria’s political leaders.

Isiguzo, who was reacting to the comparison made by the cleric that journalists are criminals just as bandits due to the reportorial of the latter, said Sheikh Gumi’s comments and actions indicate he is pursuing an agenda.

Daily Trust recalls that Sheikh Gumi has been on peace meetings with bandits terrorising some states in Northern Nigeria and has called for amnesty to the bandits.

But some governors of the affected states have rejected Gumi’s overtures as they said his calls do not reflect the position of the governments.

Gumi while speaking on Arise Tv on Wednesday labelled Journalists as criminals for calling bandits criminals.

Meanwhile, Isiguzo in a press statement condemned the comparison saying there is no correlation between journalism and criminality.

Attack on journalists shows he is intolerant

The president expressed shock that despite Sheik Gumi’s usage of the media to advance his mission to the political leaders has used the media to speak to leaders and to advance the course of his mission would made an unnecessary and unprovoked attack on members of the media.

“By insulting the Press as criminals, Sheikh Gumi has exposed himself the more as an intolerant person who will not want his activities closely scrutinised by the media.”

“It is instructive to remind Sheik Gumi that by embarking on such an errand and choosing to speak for the bandits, the Press will continue to scrutinise his activities and also hold him accountable for his actions as enshrined in the Constitution.”

He also urged Sheikh Gumi to explain why despite his recent negotiations with bandits in Zamfara State, “the criminals have continued maiming, killing, raping and kidnapping innocent citizens, including the 300 female Students just abducted in the same State.”

President Muhammadu Buhari says his government has the capacity to contain banditry.

Reacting to the abduction of students of Government Girls Secondary School, Jangebe, Zamfara State, Buhari said his government has not gone all out against illegally armed groups because it does not want a situation where captives will be used as shields.

Armed gangs had abducted over 300 students from the school in the wee hours of the day.

The incident, which happened at a time when students abducted at Kagara, Niger State, have not been released, sparked an outrage.

But speaking in a statement Garba Shehu, his media aide, issued on his behalf, Buhari said his primary objective is to get the hostages safe, alive and unharmed.

“The only thing standing between our security forces and the bandits are the rules of engagement,” he said.

“We have the capacity to deploy massive force against the bandits in the villages where they operate, but our limitation is the fear of heavy casualties of innocent villagers and hostages who might be used as human shields by the bandits.

“A hostage crisis is a complex situation that requires maximum patience in order to protect the victims from physical harm or even brutal death at the hands of their captors.”

President Muhammadu Buhari has warned against ethnic profiling of criminals, assuring Nigerians that his government will continue to deal with insurgents, bandits, kidnappers and other criminals who constitute a threat to innocent citizens.

The president, who spoke while declaring open a meeting of the 19 Northern Governors and chairmen of the region’s Traditional Council of Chiefs and Emirs in Kaduna, stressed that, “criminals are criminals and must be dealt with accordingly without resulting to ethnic profiling.”

Daily Trust reports that the meeting was put together as a result of the security and socio-economic challenges bedeviling the region.

Those in attendance were representatives of the region at the National Assembly, the Director General of the DSS, IG of Police, Minister of Information and Culture, Lai Mohammed, the Sultan of Sokoto, His Eminences, Muhammad Sa’ad Abubakar as well as representatives of Arewa Consultative Forum (ACF) and Northern Elders Forum (NEF).

President Buhari, who was represented, by his Chief of Staff, Prof. Ibrahim Gambari, said his administration would confront the various dimensions of security challenges and continue to emancipate Nigerians from poverty and economic deprivation.

“The government shall continue to deal with insurgents, bandits kidnappers and other criminals who constitute a threat to innocent citizens across the country,” President Buhari said, adding that he has since tasked the new Service Chiefs to devise new strategies that will end the ugly security situation where lives of Nigerians continue to be threatened by hoodlums and criminals.

“It is pertinent to note that the increased realization of our security, democracy indices are inextricably linked. Democracy and rule of law promote stability and in turn reinforces the power to assert freedom and economic progress of our people. This thread of interconnection needs support of the Northern State Governors Forum and entire citizenry of the country as any amount of positive sacrifice would be beneficial in bringing about national development and security of our nation,” he further said.

Governors should synergise

While advocating for synergy between the Northern Governors Forum and other forums in other regions for the collective good of nation, he stressed the need for the regions to compare notes and peer-review one another to exchange ideas and adopt best practices for the good of the people they govern.

The president also urged the governors to discuss and devise ways of building stronger collaboration with the security architecture and the people in defeating criminality across the region and the nation at large.

He commended the Forum for de-escalate tension arising from clashes between herders and farmers adding that the efforts of the Forum in engaging all parties and supporting the efforts of the Federal Government has gone a long way in ameliorating the situation.

The House of Representatives Committee on Procurement yesterday said it would engage the Economic and Financial Crimes Commission, Independent Corrupt Practices and other financial Crimes Commission to ascertain the level of procurement breaches in Project Development Institute.

This was decided at the end of the committee’s investigation into alleged breaches of procurement process, staff victimisation and management problems in the institute.

Speaking after submissions by the BPP, the chairman of the committee, Nasir Ali Ahmed, said the acting Director-General of the institute, Fabian Okonkwo, was culpable in the violation of the Public Procurement Act 2007 by arbitrarily cancelling and awarding contracts without recourse to BPP and the laws.

“We’ll use you as an example. I don’t think any other DG has been punished before. I can assure you that every other penalty that is in the Procurement Act, you’ll face it.

“You can’t sit in your office and decide on who gets what. I’m happy that the board of PRODA is here and is listening to the rot that’s happening at the institute.

“So, we’ll refer this case to the EFCC, ICPC and the NFIU. There was a transparent process, you came in and said to hell with BPP and decided to do what you want”, he said.

Babatunde Kuye, who represented the Director-General of the Bureau for Public Procurement, Mamman Ahmadu, confirmed the alleged breaches by the acting DG of the institute, Fabian Okonkwo.

He said PRODA had in many instances awarded or canceled contracts in breach of the Procurement Act or informing the BPP as required by law.

On his part, Chairman of PRODA Board, Daniel Onje, said they stopped the contracts in national interest.

He, however, accused the acting DG of misleading the board by claiming that he had informed BPP and got approval to cancel the contracts.

PRODA Acting DG, Okonkwo, told the committee that he had written to the BPP regarding alleged illegalities in the contracts.

He later apologised for “misleading” the PRODA board on the issue.

The Bauchi State branch of the Miyyeti Allah Cattle Breeders Association of Nigeria (MACBAN) has threatened to stop its members from selling and supplying cattle to the South if the planned eviction of the Fulani herders by some governors comes into effect.

MACBAN also threatened to drag the Governor of Benue State, Samuel Ortom, to court if he fails to withdraw statements he made labelling Fulani herders.

The Bauchi Chairman of MACBAN, Abubakar Sadiq, at a press conference in Bauchi, told reporters that, “Unless he immediately withdraws his statement, we will be left with no option other than legal means to clear the name of Fulani as an ethnic group.”

He said the persecution being faced by Fulani herders started with Benue’s anti-open grazing law.

He explained that, “Although the law did not succeed, but it has created problems for the herders,” adding that, “People must be fair to the Fulani race; they should not be branded as criminals. Government at all levels should create a conducive atmosphere for the Fulani and others to do their legitimate businesses without molestation and castigation. We are all Nigerians and must be treated equally as such.”

It would be recalled that Governors Bala Mohammed and Samuel Ortom of Bauchi and Benue States respectively had been trading words over the right of herdsmen to carry AK-47 rifles.

While Bala said herders carried AK-47 to protect themselves, Ortom challenged his Bauchi counterpart for backing an “illegal” action.

The Nigerian Army says troops have complied with the directive of Chief of Army Staff, Maj.-Gen. Ibrahim Attahiru, who charged them to recapture Marte, an area in Borno State, from the hold of suspected terrorists.

The Director of Army Public Relations, Brig.-Gen. Mohammed Yerima, in a statement on Tuesday, said the troops carried out the task in less than 48 hours.

The statement read: “Troops of Nigerian Army troops this afternoon, around 3 pm, recovered New Marte and adjoining communities from the devilish Boko Haram terrorists.

“This is coming less than the 48 hours directive earlier given to the troops to recover the town by the Chief of Army Staff, Major General Ibrahim Attahiru.

“The troops backed by air cover from the Nigerian Air force, successfully charged through Marte town, destroying several Improvised Explosive Device and landmines laced across their routes and killing scores of Boko Haram/ISWAP terrorists and successfully recovered the town.

“The gallant troops are currently in total control of the general area.”

Bauchi State Governor Senator Bala Mohammed has ordered the demolition of a house where over 1,000 rifles were discovered in a densely populated area in Bauchi metropolis.

Governor Mohammed, who was represented by his Chief of Staff, Dr Ladan Salihu, during the demolition exercise, yesterday in Bauchi, said a sack concealed with over 1000 ammunitions as well as military and immigration uniforms was discovered in one of the rooms in the house.

He said security agencies discovered the ammunition after they received information from some good Samaritans.

The governor said he ordered the demolition of the house to serve as a lesson and deterrent to those hoarding arms or criminals in their residences.

He said the police had commenced investigation into the matter.

Abdulrasheed Bawa, the new helmsman of the Economic Financial Crimes Commission (EFCC), has about 16 years of experience on the job.

At 40, he is the youngest person to chair the Commission.

The founding chairman, Nuhu Ribadu, was appointed at the age of 43 in 2003.

Before his new appointment, the Kebbi-born operative worked as the Zonal Head of the EFCC in Lagos and Oyo States.

Below are 10 things to note about the anti-graft czar.

* He was born in Jega, Kebbi State, 40 years ago. This makes him the first person to be appointed to the EFCC job from the north west.

* Bawa is the first career operative to head the EFCC. His appointment puts to rest agitation by “core EFCC staff” to have one of their own to head the commission.

* Bawa served under all EFCC past chairpersons, starting with Nuhu Ribadu, who recruited the first set of civilians into EFCC (including Bawa) in 2005.

* The operative started work with EFCC from its Lagos office, after his recruitment in 2005. He went on to work at the headquarters in Abuja, and for a year in Port Harcourt, Rivers State.

* He was educated at the Usman Danfodio University, Sokoto, where he obtained a bachelor’s degree in Economics in 2001 and master’s in International Relations and Diplomacy in 2012.

* Bawa has led a number of key corruption and financial crimes investigations including the infamous case of former Petroleum Minister, Mrs Diezani

* Bawa has headed EFCC zonal offices in Ibadan and Port Harcourt between June 2018 and December 2019.

There are conflicting accounts on the circumstances that led to the death of a final-year student of the Federal University Dutse (FUD) in Jigawa State.

The student, Bashir Abdullahi, a 400-level mathematics student and an indigene of Ungwa Uku in Tarauni Local Government Area of Kano State, is believed to have committed suicide on Monday after being allegedly jilted by his girlfriend, one Rafi’atu, on Valentine’s Day.

A source told Daily Trust on the campus that the student committed the act at his Yalwawa residence on the outskirts of the state capital by drinking rat poison otherwise known as Otapiapia.

The source said when his friends discovered what happened, they rushed him to the Rasheed Shekoni Teaching Hospital, where he was confirmed dead.

He added that, “There and then they put a call through to the girl to inform her of the death of Abdullahi.”

However, the lady denied cheating on Abdullahi, saying it was rather he who cheated on her.

One Ahmad Muktar Saleh (Zuwa Daya), who described himself as an Accidental Investigative Journalist (AIJ), claimed that he got the information from Raf’atu and her best friend.

Saleh said, “This information comes from the girl and her best friend and roommate that was present when everything happened. The best friend narrated that they were together with both Rafi’atu and Abdul. They went to Yahuza Suya and ate meat and had some drinks on Sunday night. They went further to Sahad Stores for shopping and returned to their homes. They departed peacefully on that day.

“What triggered the incident was: he cheated on her; he went to another girl and said he loved her after the promise they had earlier and the information came to Rafi’atu. Rafi’atu and her friend confronted him and asked him why, he was trying to deny, they showed him their evidence. He then started asking for forgiveness. Rafi’atu replied that she was no longer his girlfriend because she could not be sharing him with another lady. She told him that their love was over. They went back home. Same night, he sent her a message that if she did not come back to him, he would drink sniper (poison). She deleted the message because she did not take it serious.

“Consequently, he drank sniper (poison) and died at the hospital. They started watching peoples’ status and they were shocked.”

The spokesman of police in the state, DSP Zubairu Amunideen Ismail, said the police were yet to be informed.

However, the university’s spokesman, Abdullahi Yahaya Bello, confirmed the story and said the university had since commenced investigation.
